The Philippine Statistics Authority Regional Statistical Services Office VI convened the Regional Community-Based Monitoring System Coordinating Board on June 17 at the Learning and Development Center of PSA RSSO VI on Iznart Street, Iloilo City.
The meeting was led by Department of Economy, Planning and Development Region VI Regional Director Arecio A. Casing Jr. as chairperson and PSA RSSO VI Regional Director Nelida C. Amolar as co-chairperson.
It was attended by existing members of the Regional Statistics Committee VI and additional partner agencies that serve as members of the Regional Community-Based Monitoring System Coordinating Board.
Discussions covered the overview of the Community-Based Monitoring System, the membership and terms of reference of the coordinating boards, and upcoming capacity-strengthening activities for local government units in 2026.
The board also discussed the 2027 CBMS Resource Allocation Tool, which is designed to guide LGUs on committed resources and fund allocations in preparation for the 2027 CBMS.
PSA also shared updates on other statistical initiatives, including map research, survey clearance processes, and the 2026 updating of the list of aquaculture farms, linking CBMS data with broader statistical development efforts.
The CBMS was established under Republic Act No. 11315, or the Community-Based Monitoring System Act, which mandates a technology-based system for collecting, processing, and validating disaggregated data for local planning, program implementation, and impact monitoring.
Under the law, CBMS data is intended to help target beneficiaries, support comprehensive poverty analysis and needs prioritization, guide policy design, and monitor program impact over time.
PSA RSSO VI said the convening underscored the crucial role of CBMS in providing accurate, community-based data for local planning, resource allocation, and social protection targeting.
For national government agencies, CBMS results will help identify rightful beneficiaries of government programs.
By capturing multidimensional indicators of poverty and welfare, CBMS strengthens the foundation for policy formulation, poverty alleviation, and economic development nationwide.
