The Bangko Sentral ng Pilipinas (BSP) and the South East Asian Central Banks (SEACEN) Research and Training Centre debuted the publication, Challenges and Options in Managing Capital Flows for Small, Open, and Financially Integrated Economies, during the BSP-SEACEN Capital Flows Conference and Book Launch on 16 June 2023 in Taguig City. The book provides a policy framework for the evolving trends and impact of capital flows to SEACEN member economies.

Sicat, and former Bank of Thailand Governor Veerathai Santiprabhob attended the ceremony. In her opening remarks, SAG Sicat highlighted that capital flows to the region will remain resilient as the Asia and the Pacific region continues to be an economic bright spot, projected to contribute around two-thirds of the total estimated global growth in 2023.
