(First of two parts)

A so-called opinion piece titled “Crossing the Lines: ICE, UP Visayas, and the Daily Guardian” has been circulating by email since July 25. It names me in its first sentence and returns to me throughout. It was sent from a Gmail account under the name “Domingo Traifalgar” — blind-copied to at least one working journalist, and also dropped into this newspaper’s own inbox — carrying no masthead, no publication, no author biography, and no declaration of “Domingo Traifalgar’s” interests in any of the institutions he writes about. These pieces of information are required by our publication policy, and the lack of the same means outright rejection.

Nevertheless, I want to answer it, because the questions it raises about disclosure are worth answering seriously — and because the way it raises them deserves an answer of a different kind.

Let me start with what I will concede

The piece argues that when a journalist writes about an organization he belongs to, readers should be told. That is correct. It is correct in the Philippine Journalist’s Code of Ethics, it is correct in the SPJ code “Traifalgar” cites, and it was correct before either of them was written.

So here it is, stated plainly and permanently: I am a dues-paying member of the Institute of Contemporary Economics. I pay the Institute; the Institute does not pay me. I hold no office in it, no seat on its board, no equity in anything it touches, no consultancy, no retainer, and no fee of any kind. My annual dues are an expense on my own household budget. From this day forward, any Daily Guardian story I write that centers on ICE research will carry that line, and I have asked our desk to apply the same standard to every affiliation any of our writers holds.

That costs me nothing, and readers are better served by it. I am not going to defend the absence of a sentence that should have been there.

But that concession is where my agreement with this piece ends, because everything built on top of it collapses under a single question “Domingo Traifalgar” never asks.

What, exactly, is the interest?

A conflict of interest requires an interest. The “Traifalgar” piece uses the phrase more than 20 times without ever identifying mine.

It cites Republic Act 6713 at length. That statute defines conflict of interest in terms of financial and business stakes — being an officer of a private corporation, holding a substantial business interest whose duties may be opposed to the faithful performance of official duties. “Traifalgar” quotes the definition and then proceeds as though it does not apply, because applying it would end the argument. There is no payment to trace. There is no benefit to name. There is no transaction to expose. The piece does not allege one — not because it is being careful, but because there is none.

What it does instead is substitute affiliation for interest and hope the reader will not notice the swap. I belong to an organization. Therefore, we are told, my reporting on that organization is compromised. By that logic, no journalist may cover the press club he pays dues to, no education reporter may belong to an alumni association, no business editor may hold a Rotary pin, and no environment writer may join a bird-watching society whose bay he later reports on. The rule the piece proposes is not a disclosure rule. It is a rule against journalists having a civic life.

On the alleged concealment

Here is the part of this piece I find genuinely revealing.

“Domingo Traifalgar’s” sole proof that I am an ICE member is an ICE Facebook post. A public one. On the Institute’s own public page. Congratulating the Iloilo Media-Citizen Council — the media co-regulation body I chair, which exists to handle ethical complaints against local journalists — on completing its incorporation with the Securities and Exchange Commission.

Yes, read that again. The evidence of my hidden affiliation is a public announcement, published by the organization itself, on a page anyone with a browser can read. “Traifalgar” did not obtain it. He did not develop a source. He found it where it has been sitting in the open, because it was put there in the open.

That is the whole case. And it demonstrates the opposite of what it is offered to prove.

I have never concealed my engagement with ICE. I attend its meetings openly. I sit in its forums openly, alongside university officials, government representatives, and other reporters who saw me there. I have been photographed at its activities. Colleagues in the Iloilo press corps have known since it began. There is a difference between a relationship that is hidden and a relationship that is simply not restated in the fourth paragraph of every article — and the piece depends entirely on the reader failing to make that distinction.

You cannot build a concealment narrative out of a public record. “Traifalgar” tried anyway, only to fail badly.

What actual media corruption looks like — and why this is not it

This matters to me more than the rest, so let me be direct.

Corruption in Philippine media has been documented, and documented well. Chay Florentino-Hofileña’s News for Sale: The Corruption of the Philippine Media, published by the Philippine Center for Investigative Journalism with the Center for Media Freedom and Responsibility in 1998 and expanded in a 2004 edition covering that year’s presidential campaign, remains the definitive account. It was a National Book Award finalist for journalism. Anyone writing about journalistic conflicts of interest in this country and not engaging with it is either unaware of the literature or avoiding it.

What that body of work actually found:

Envelopes. Cash handed to reporters to shape or kill coverage.
AC-DC. Attack-Collect, Defend-Collect — reporters attacking a subject to extract payment from rivals, then defending the same subject for a second fee.
Retainers. Journalists drawing money from political camps to produce campaign material while remaining on the masthead of a supposedly independent newsroom — arrangements CMFR found still operating through the 2010 and 2013 elections.
Block-time buys and rate cards. Wholesale packages sold to candidates: guaranteed commercials, press releases run as news, daily interviews, rally coverage.
The PR double life. Practitioners doing public relations for a politician or a business by day, under a “marketing” or “account management” or “consultancy” title, while gathering and commenting on public events by night.

That last one is the practice the piece’s vocabulary borrows from. It is worth naming precisely what separates it from what I do, because the difference is not a matter of degree:

There are words for a journalist who takes money from an interested party to shape coverage while hiding it: raketer, AC-DC, kilkil, and humlad-palad.

There is no word for a journalist who pays his own money to sit in a room where economists argue about drainage basins and then writes what he learned. The “Traifalgar” musings needs those two things to feel like one thing, but they are not.

I chair a council whose purpose is adjudicating ethical complaints against Iloilo journalists. I did not take that on to be casual about this subject.

Why I write about ICE research

I joined the Institute to learn. That is the entire ambition.

I am an editor in a region where the electricity sometimes fails, the streets flood, the water is bought back from the same basin that flooded them, and the technical literature explaining why is largely inaccessible to the people living through it. ICE convenes engineers, economists, lawyers, and public-finance people who can explain those systems. Sitting in those rooms has made me a better reporter on the beat I actually cover. I make no apology for it, and I would encourage any journalist to do the same rather than filing another story that quotes only a press release.

What I do with it is write for whoever is reading — the voter trying to understand why the power went out, the councilor who has to vote on a drainage appropriation, the barangay official who has never seen an annual investment program explained in plain language. That is the audience. It has no station requirement.

The Daily Guardian is not ICE’s channel

The piece’s architecture requires the Daily Guardian to be ICE’s outlet — the “powerful channel through which ICE’s arguments and personalities reach the public,” in its closing words. Remove that, and the network it describes has no media arm and no shape.

So it is worth stating what any reporter on this beat already knows: ICE does not deal exclusively with the Daily Guardian and never has. Its officers are interviewed on Bombo Radyo Iloilo and Aksyon Radyo Iloilo, the two most widely heard AM stations in the region, whose audiences dwarf ours. Its research has been quoted in Rappler. It briefs the Iloilo Provincial Government, whose own newsroom publishes the results — “Traifalgar” cites one such release himself, from February 2025, apparently without noticing what it proves. Its forums are held on a state university campus with government, business, and academic participants in the room and other outlets covering from the same seats I sit in.

An organization that talks to everyone is not funneling its message through one editor. It is doing what a think tank is supposed to do: putting its work in front of as many people as will listen and letting each newsroom decide independently whether it is worth reporting. Several have decided it is. That is not a captured channel but a source with something to say.

Which leaves the “Traifalgar” piece with a question it never confronts. If ICE’s findings are newsworthy enough for the region’s dominant broadcasters and for a national digital outlet with no connection to me whatsoever, on what basis is the Daily Guardian’s coverage of the same findings evidence of compromise rather than evidence of news judgment shared by everyone else covering this region?

My own involvement is exactly what I have said it is: educational and journalistic. I go to learn the material, and I write what is worth writing. If the test of a conflict is whether coverage departs from what independent newsrooms would produce on the same facts, my coverage passes it — and the piece’s own bibliography is where you can go to check.

I cover think tanks. That is the beat.

Underneath everything in “Crossing the Lines” is a claim “Domingo Traifalgar” never states plainly, because stating it plainly would require defending it: that my membership is what produced the coverage. Remove that assumption and the ICE stories stop being evidence of anything. They become what they look like: a reporter covering research on the region he reports on.

So, test the assumption. It is easy to test, which is presumably why it was left unstated.

I write about policy research wherever it comes from. Under my byline and in this newspaper you will find the Philippine Institute for Development Studies on the structural gaps holding back Philippine tourism; PIDS on how labor emigration and foreign direct investment have benefited capital-intensive manufacturing while hurting agriculture; PIDS on how routine rainfall cuts the weekly hours of day-to-day and short-term workers; PIDS on the uneven gains of ASEAN economic integration; and a PIDS study on media ownership concentration, which I wrote up under the headline “Media Monopoly and Philippine Democracy” — a warning about monopolistic control of the industry I work in and make my living from.

The same is true of the University of the Philippines Center for Integrative and Development Studies. This paper has covered the Katipunan Conference convened by its Strategic Studies Program with the Ateneo School of Government and Miriam College; its policy paper recommending La Paz batchoy stalls at Iloilo’s airports and seaports; the three-year Iloilo–Batiano River System study it funded; and the Calle Real preservation initiative under its Local Regional Studies Network.

Those are not the whole of it. Between 2024 and 2026, I wrote more than ten stories built on research from think tanks and policy institutes I have no connection to of any kind. Set that against “Traifalgar’s” own tally: for all the weight his article places on my ICE coverage, he identifies three ICE news reports under my byline. He assembled a case about capture out of three stories, while more than ten stories cutting directly against his thesis sat in the same archive he was searching. He either did not look or looked and left them out. I do not know which is worse.

I am not a member of PIDS. I am not a member of UP CIDS. I pay them nothing and they pay me nothing. I cover them for the same reason I cover ICE: they produce research about things that determine whether the lights stay on, whether the streets flood, whether there is work, and whether public money is spent on anything that lasts. That is the beat. It has been the beat for years, and it long predates my ICE membership.

Now look at “Traifalgar’s” own choice of exhibit. He indicts my story on ICE’s proposed PHP 2.65-billion Calle Real revitalization. I have also reported Calle Real preservation as a UP CIDS project. Same street, same policy question but different institution. I covered whichever body had done the work — which is what a beat reporter does, and which is not available as an explanation to anyone who believes coverage follows membership.

If membership is what generates my coverage, “Traifalgar” has an obligation to explain the PIDS stories, the UP CIDS stories, and every other institution I have covered while belonging to none of them. He cannot, because the pattern has an ordinary explanation, and the ordinary explanation was always the correct one. It simply does not make an article.

On the reporting itself

The piece’s own citations show how that work is done. It offers “‘PHP 169-M RISK’: Power Interruptions Reveal Fragile Visayas Grid” as an example of ICE getting “journalistic amplification.” Anyone who opens the story will find it built on NGCP grid alerts and capacity-margin data, the Department of Energy’s 2025 Power Statistics, remarks by ERC Chairperson Francis Saturnino Juan on the system’s flexibility shortage, and a June 18, 2026 Primelectric letter to the DOE — independent operational and regulatory sources used to cross-check the think tank’s claims. That is what verification looks like. Calling it amplification requires not having read it.

On calling this lobbying

The “Domingo Traifalgar” piece wants the word “lobbying” without the responsibility of meaning it. It says so itself: the term is used “descriptively here, not as a claim that ICE is subject to a specific lobbying-registration statute.” That sentence is the argument admitting it has no legal footing while keeping the moral charge of the word.

So let us be descriptive, properly. Lobbying, in the sense that word carries when people invoke it as an accusation, means an organized effort to secure a governmental outcome that delivers financial return to a specific paying industry. Big Tobacco funding opposition to plain-packaging rules. The American gun lobby working to defeat background-check legislation. In each case you can name the sector, name the statute, name the money, and trace who gets richer if it passes.

Now do that with ICE. The proposals in question: an integrated water strategy for a city that floods and then buys water back. A grid-resilience analysis after repeated outages. Training barangay officials in development planning, annual investment programming, and budgeting. A staged revitalization plan for a heritage commercial street, submitted for the city government’s technical review.

Name the industry that gets rich. Name the bill being bought. Name the client.

There is none, which is why the “Domingo Traifalgar” piece never tries. Advocating that a local government plan its drainage is not lobbying. It is citizenship, and the fact that it is organized and researched does not make it sinister — it makes it useful. Engaging LGUs within the bounds of the law is what a think tank is for. A standard that treats every proposal to government as presumptively corrupt would silence every university, every professional association, every chamber of commerce, and every civil society organization in the country. It would leave the field to precisely the actors who do pay, and who would be delighted to have it to themselves.

The membership the piece did not look at

The piece names three men and calls the result a network. Its persuasive force depends entirely on the reader never asking who else is in the room.

So let me answer that, since nobody asked me. The Institute’s membership includes Atty. Andre Palacios, an infrastructure and public-private-partnership lawyer; Joseph “Bonnie” Ladrido, an economist and finance practitioner who serves as executive director; Prof. Bimbo Ibabao of UP Visayas; Prof. Sonny Fernandez, dean of the UPV College of Arts and Sciences; Charlotte Tan-Mabilog of the UPV Information and Publications Office; Prof. Yasmin H. Primavera-Tirol of Aklan State University; Engr. Fulbert Woo of the Philippine Chamber of Commerce and Industry–Iloilo; Rani Rodriguez of PCCI–Antique; Jose-Che Guevara, a businessman; educators Joy Lizada and Jennifer Mae Ladrido; Ariel Castañeda, a professional; and Junie Pama.

Most recently the Institute welcomed Sanny Ramos Jegillos, senior partner of Thinking Resilience, who brings more than 35 years in disaster risk reduction, recovery, climate resilience, and risk-informed development across Asia and the Pacific — including 20 years with the United Nations Development Programme, from 2005 to 2025, on regional disaster risk reduction, resilient recovery, crisis prevention, and multi-hazard early warning, with earlier work at the Asian Disaster Preparedness Center, the International Institute for Disaster Risk Management, and Philippine Business for Social Progress. He has worked in more than 20 countries and holds degrees in engineering and emergency management.

Look at what that list is. It is academics from three universities, chamber-of-commerce figures from two provinces, lawyers, educators, a finance economist, and a career multilateral development practitioner. It is not a cell. It is a cross-section of the people in this region who happen to know something about how economies and institutions actually work — which is precisely the kind of body a think tank is supposed to be, and precisely what you would assemble if your object were to understand regional development rather than to capture it.

Two things follow. First, the UPV relationship the “Domingo Traifalgar” piece treats as a chancellor’s private arrangement is, on the evidence of this roster, an ordinary academic association: UPV faculty are in ICE because economists and social scientists join research institutes, which is what economists and social scientists have always done. You do not need a conspiracy to explain why a university and a regional research body cooperate when several of the body’s members teach at that university.

Second, look at who ICE recruits. If this were a machine for advancing commercial interests, the newest recruit would be someone with something to sell. Instead, it is a man who spent two decades at UNDP working on how development decisions create or reduce risk. Organizations reveal their purpose in whom they bring aboard. Ours keeps bringing aboard people who can do the technical work.

One name is deliberately absent from that list, and the reason matters. (To be concluded)
