BACOLOD CITY — The municipal government of Toboso in Negros Occidental has formally banned government officials and employees from creating social media content during office hours within all local government unit (LGU) premises.
Mayor Richard Jaojoco issued a memorandum on December 4, emphasizing the importance of the directive in maintaining professionalism, integrity, and high standards of public service.
The prohibition covers filming, recording, editing, or posting content on platforms such as TikTok, Facebook, and Instagram — including reels, stories, or similar materials — during official working hours, including break times, and within government buildings, workstations, and other LGU-controlled areas.
Jaojoco stated that the measure seeks to address multiple concerns, including unprofessional conduct, misuse of government time and facilities for personal or entertainment purposes, and the possible exposure of confidential or sensitive information in background footage.
He also cited the disruption of office operations, interference with employee productivity, and potential damage to the LGU’s public image as additional reasons for the ban.
“All personnel are reminded that government service demands a high level of discipline, accountability, and decorum,” the memorandum said.
The mayor stressed that content creation for personal social media accounts during work hours is inconsistent with the ethical and professional expectations of public office.
He warned that violators will face appropriate administrative action under existing civil service rules and LGU policies.
All department heads and supervisors have been directed to strictly implement the order and promptly report any violations.
“Your full cooperation is expected as we strive to maintain a professional workplace and preserve the integrity of public service,” Jaojoco said.
