BACOLOD CITY – The city of San Carlos has officially received its 2024 Community-Based Monitoring System data files and a notarized Data Turnover Agreement from the Philippine Statistics Authority Negros Occidental, marking the formal transfer of responsibility and authorized use of the data to the local government.
The turnover was held March 3, 2026, in San Carlos City, Negros Occidental, as the city moved to strengthen data-driven planning and evidence-based governance.
The PSA said the CBMS gives the local government unit access to comprehensive and disaggregated data that can help guide resource allocation, identify priority sectors, and shape targeted interventions responsive to the needs of constituents.
The agency said the handover also reflects continued collaboration between the PSA and the City of San Carlos to make accurate and up-to-date statistics accessible for local development planning and stronger governance.
Leading the city’s receiving team were City Administrator Atty. Estefanio S. Libutan Jr., CICTD Officer Allan Joseph Binghay, CPDC Engr. Magnolia Broce-Antonio, Information Systems Analyst Felix Michael F. Oberes, and Statistician Aide Sylmariz Marie S. Binga-an.
The city officials received a flash drive containing the 2024 CBMS data files, the notarized Data Turnover Agreement, and signed the acknowledgment receipt for the official handover.
The data were formally delivered by PSA Negros Occidental personnel led by Supervising Statistical Specialist Diesah S. Biaoco, along with Statistical Analyst Anna Carmella Gamilla, Information Systems Analyst I Benjie Lee P. Serinas, and Statistical Specialist II Fredimar M. Gonzales.
The turnover adds another layer to the CBMS program’s role in helping local governments build policies and programs around actual community-level conditions rather than broad assumptions, especially in planning for social services, infrastructure, and priority sector support.
