The Department of Energy has released the official schedule for the Fifth Auction Round of the Green Energy Auction Program, or GEA-5, with registration of qualified suppliers set to begin March 2, 2026, as the Philippines prepares its largest offshore wind auction to date.
The DOE said GEA-5 is dedicated exclusively to fixed-bottom offshore wind technology and will offer 3,300 megawatts of capacity, with delivery targeted between 2028 and 2030.
GEA-5 was formally launched Nov. 25, 2025, with the issuance of the Notice of Auction and Terms of Reference, followed by a Supplemental Terms of Reference published Jan. 29, 2026.
Under the Terms of Reference, the registration period begins one working day after the release of the Green Energy Auction Reserve price.
On Feb. 27, 2026, the Energy Regulatory Commission issued the GEAR price for GEA-5 through Resolution No. 05, Series of 2026.
The DOE said the GEAR price serves as the ceiling price for bid offers under GEA-5, and the auction round’s ceiling was set at PHP 11.00 per kilowatt-hour.
The agency framed the rollout of GEA-5 as a major step toward expanding renewable energy in the national power mix, improving grid reliability, and strengthening long-term energy security through large-scale offshore wind development.
The auction also aligns with Executive Order No. 21, which institutionalizes a whole-of-government approach to accelerate offshore wind development by streamlining and coordinating permitting, infrastructure readiness, and system planning.
The DOE’s offshore wind push comes as the government pursues targets to raise renewables to 35% of the power generation mix by 2030 and 50% by 2040, according to DOE planning documents.
Registration of qualified suppliers will run from March 2, 2026, to March 16, 2026.
A pre-bid conference is scheduled for July 16, 2026 while the auction proper is scheduled for Aug. 27, 2026.
Post-bid validation and the issuance of Notices of Award are expected later in September 2026. Post-auction compliance requirements extend through late 2026 and into early 2027.
Certificates of Award for compliant bidders are expected around early February 2027.
