SAGAY CITY, Negros Occidental — The Philippine Statistics Authority (PSA) Negros Occidental Provincial Statistical Office (PSO), in partnership with the City Civil Registry Office of Sagay City, conducted a two-day training on the Administrative Petition for Correction Automated System (APCAS) as part of a push to modernize civil registration services.
The training was held at Balay Kauswagan on Feb. 12–13, 2026, and coincided with the celebration of the 36th Civil Registration Month, according to the PSA-PSO Negros Occidental.
PSA said the activity was designed to equip local personnel with technical expertise to handle administrative petitions for clerical corrections more efficiently, as the shift to an automated system is intended to reduce processing times and improve data accuracy for Sagay City residents.
The session opened with an address from Diesah S. Biaoco, supervising statistical specialist of PSO Negros Occidental, while Vivencio M. Flores, city civil registrar of Sagay City, welcomed participants and underscored the city’s commitment to the theme: “Navigating the Future Together: Advancing CRVS in Shaping the Global and Regional Data Ecosystem.”
Technical discussions were led by PSA experts Edwin P. Guiking, registration officer II, and Annie M. Libo-on, registration officer I, as participants worked through the system’s requirements and procedures.
On the second day, staff moved to practical application through interactive simulation exercises that covered various scenarios under Republic Act 9048 and Republic Act 10172, the laws that govern administrative corrections for certain civil registry entries.
The training concluded with live implementation, with staff processing petitions for several local clients, which PSA said demonstrated the system’s readiness for public use.
PSA said the City Civil Registry Office is responsible for the systematic recording and archiving of vital events, and that adopting APCAS supports the national goal of a digitized and integrated Civil Registration System.
