VICTORIAS CITY, Negros Occidental — The Philippine Statistics Authority (PSA) Negros Occidental Provincial Statistical Office reached a new milestone in its mission to create an inclusive and efficient civil registration system for all Filipinos through the launch of the Electronic Civil Registration and Vital Statistics (eCRVS) system in Victorias City on Feb. 18.
Spearheaded by PSA Regional Statistical Services Office-Negros Island Region (RSSO-NIR) OIC-Regional Director John F. Campomanes, alongside PSA Negros Occidental Provincial Statistical Office Supervising Statistical Specialist Diesah Biaoco, the initiative underscores the agency’s commitment to “getting everyone in the picture” by utilizing technology to secure and streamline the registration of births, marriages and deaths.
The PSA provided technical guidance, oversight and a donation of three desktop computer units with printers and scanners to ensure that the Victorias City Civil Registry Office and partner health facilities are equipped to record vital events with the highest standards of accuracy and data protection.
The digital transformation, coinciding with the 36th Civil Registration Month, was formalized through a Memorandum of Agreement between the PSA and the City Government of Victorias, headed by Mayor Abelardo Bantug III.
During the ceremony, it was announced that the eCRVS is one of the many innovations of the PSA in civil registration that led to the Philippines being recognized as a global champion for inclusive and resilient systems.
The recognition was highlighted at the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) Third Ministerial Conference in Thailand, where the Philippines was cited as a “best practice” model for its digital initiatives and its progress in achieving universal registration.
The pilot implementation serves as a vital local model for how these internationally recognized frameworks can be implemented on the ground to align with national goals of inclusive and responsive service.
By integrating real-time data from facilities such as the Victorias City Health Office Maternity and Lying-in Clinic and the Espie Amor Birthing Clinic, the PSA facilitates the timely collection of statistics that drive national policy and regional development planning.
OIC-Regional Director Campomanes emphasized that such innovations reduce bureaucratic hurdles and empower citizens through faster access to essential legal documents.
The implementation of the eCRVS system effectively doubles the capacity and efficiency of the local civil registrar in serving constituents.
