BACOLOD CITY — The Philippine Statistics Authority – Negros Occidental successfully conducted a Lecture Series on Basic Concepts of Civil Registration as part of the celebration of 36th Civil Registration Month with the theme “Navigating the Future, Together: Advancing CRVS in Shaping the Global and Regional Data Ecosystem”.
The activity was held on 11 February 2026 at the Negros Occidental Provincial Statistical, according to the PSA’s 12 February 2026 press release (Reference No.: PR2026-02-1845-16).
Supervising Statistical Specialist Ms. Diesah S. Biaoco delivered the welcome remarks and emphasized the vital role of civil registration in ensuring accurate, reliable, and timely documentation of vital events.
Biaoco also underscored the importance of civil registration in safeguarding individuals’ legal identity and access to essential services.
The lecture series was conducted by Ms. Annie M. Libo-on, Registration Officer I of the Philippine Statistics Authority.
Through her discussion, the lecture series enhanced the knowledge and competencies of clerks and staff from public and private hospitals and lying-in facilities in civil registration processes.
Additionally, Assistant Birth Registration Coordinator Ms. Meryl Mae G. Manlapao presented an overview of the Birth Registration Assistance Project and explained its objectives.
Registration Officer II (COSW) Mr. Jiv S. Montinola also presented an overview of the National ID system and highlighted the vital role of hospitals and lying-in clinics in the implementation process.
Attendees were given the opportunity to raise concerns and seek clarifications regarding civil registry documents, particularly birth certificates.
Participants were also oriented on procedures for correcting errors in civil registry documents, especially in the birth certificates of their clients.
Statistical Specialist II Mr. Thomas O. Gay expressed his gratitude to the participants for their active participation, cooperation, and continued support of the civil registration initiatives.
Through the successful conduct of the lecture series, PSA Negros Occidental reaffirmed its commitment to strengthening civil registration services and enhancing collaboration with public and private health facilities in support of a reliable and responsive Civil Registration and Vital Statistics (CRVS) system.
Civil registration and CRVS systems are widely treated by governments and development partners as core infrastructure for producing vital statistics—such as births and deaths—that inform public planning, health policy, and service delivery, while also enabling individuals to prove identity and family relationships through documents like birth certificates.
