The Philippine Statistics Authority Negros Occidental Provincial Statistical Office has officially launched its Premium Annotation Service for civil registry documents, marking a major step toward faster and more secure document processing in the province.
The launch was held on Jan. 27, 2026, in Bacolod City, and was led by OIC-Regional Director John F. Campomanes, along with Supervising Statistical Specialist Diesah S. Biaoco, Registration Officer II Edwin P. Guiking, and Outlet Team Leader Reynad Tupaz.
During the event, PSA officials awarded the first set of civil registry documents printed on security paper and processed under the new Premium Annotation Service to Municipal Civil Registrar Rose S. Dalaguit.
According to the PSA, the initiative represents a significant milestone in its digital transformation efforts, allowing residents of Negros Occidental to access a streamlined and more secure method of updating civil registry documents.
Under the Premium Annotation Service, processing times have been dramatically reduced, with transactions that previously took several months now expected to be completed within a few days, provided there are no complications.
The PSA said the service uses a digital system supported by data protection protocols to ensure the integrity, confidentiality, and security of applicants’ personal information.
The Premium Annotation Service became available starting Jan. 27, 2026, at the Bacolod City CRS Serbilis Outlet, offering an expedited option for clients with urgent legal annotation requirements while standard filing options remain available.
