The Philippine Statistics Authority (PSA) Guimaras Provincial Statistical Office set a new service record by releasing 947 Security Paper (SECPA) documents in a single day during its Mobile Civil Registration Services (CRS) initiative.
The record-breaking activity took place on August 22, 2025, driven by high demand from local civil registry offices (LCROs) and walk-in clients who accessed the mobile registration services.
Jordan submitted the highest number of SECPA requests with 86, followed by Nueva Valencia with 82, Buenavista with 67, Sibunag with 49, and San Lorenzo with 12.
The volume of requests reflected both the proactive submissions by LCROs and strong public participation from individual clients seeking timely civil registry assistance.
Civil registry documents—including birth, marriage, and death certificates—are essential for everyday needs such as school enrollment, job applications, passport processing, insurance claims, inheritance matters, and government service access.
The release of 947 SECPA documents allowed hundreds of Guimarasnons to move forward with time-sensitive personal and professional transactions.
Provincial Statistics Officer Nelida B. Losare emphasized the milestone as a reflection of the PSA’s dedication to delivering efficient and people-centered public service.
“The release of 947 SECPA documents in just one day is not only a record for PSA Guimaras but also a testament to our unwavering commitment to bring services closer to the people,” Losare said.
“We extended our operations until 8:30 p.m. to ensure that no one went home unattended. Each document we released represents a step forward in the lives of our clients, whether it is for education, employment, or personal milestones,” she added.
The success of the mobile CRS was made possible through the support of OIC-Regional Director Nelida C. Amolar, the leadership of PSO Losare, and the dedication of the CRS Team headed by Jean Lito Esapol and Provincial Focal Person Grace Buenasalbas.
“Their collective efforts ensured that the Mobile CRS was carried out seamlessly despite the unprecedented volume of requests,” Losare said.
This accomplishment reinforces PSA Guimaras’ commitment to expanding access to essential services, especially for residents in remote communities with limited access to fixed service centers.
“The Mobile CRS, as proven in this historic event, continues to serve as a vital channel that connects Guimarasnons to essential documents and services that support their daily lives,” Losare said.
