PSA expands digital civil registry training across Negros Occidental

PSA Negros Occidental personnel and local civil registry officials from Calatrava, Escalante City, Murcia, Salvador Benedicto, and Toboso take part in hands-on APCAS training in San Carlos City aimed at speeding up and improving the processing of administrative correction petitions.
BACOLOD CITY — The Philippine Statistics Authority in Negros Occidental expanded training on the Administrative Petition for Correction Automated System, or APCAS, across three cities in July, strengthening the ability of local civil registries to process petitions for corrections in civil registry documents more efficiently.
The two-day training sessions were held in Victorias City on July 8, Bago City on July 14, and San Carlos City on July 23, covering local civil registrars and personnel from cities and municipalities across Negros Occidental.
The initiative is intended to improve public access to accurate and responsive civil registration services by giving local registry personnel practical experience in digitally processing administrative petitions under Republic Act No. 9048 and Republic Act No. 10172.
The two laws allow certain corrections in civil registry records to be handled administratively, reducing the need for court proceedings for covered entries.
PSA Negros Occidental first conducted the Victorias City training on July 8, with the City Civil Registrar of Victorias serving as host.
The activity focused on strengthening the capacity of Local Civil Registry Offices in processing administrative petitions under Republic Act No. 9048 and Republic Act No. 10172.
The training formally opened with remarks from Ramon M. Locsin, Statistical Specialist II, delivered on behalf of Diesah S. Biaoco, supervising statistical specialist of PSA Negros Occidental.
Victorias City Councilor Betol Undar attended on behalf of Mayor Abelardo Bantug III, while Manapla Mayor Mikaela Socorro L. Escalante also joined the activity. fileciteturn0file0
Escalante emphasized the importance of APCAS in improving public service delivery, particularly by making administrative petition processing more efficient and responsive to public needs.
Undar welcomed the participants and PSA trainers and expressed support for the training.
Local civil registrars and staff from Victorias City, Talisay City, Silay City, E.B. Magalona, Manapla, and Cadiz City participated in the activity.
On the second day, participants encoded an actual client into APCAS, allowing them to apply the procedures discussed during the sessions and gain firsthand experience using the system.
Julie Ann Roa, local civil registrar of Victorias, delivered the closing remarks and thanked the PSA trainers and participants for their involvement and cooperation throughout the two-day activity.
PSA Negros Occidental said the Victorias training reflected its continuing effort with local civil registry offices to improve services through technology, capacity-building, and better processes.
A second two-day APCAS training was conducted in Bago City on July 14 and hosted by the City Civil Registrar of Bago, headed by Thomas O. Gay.
Local civil registrars and staff from La Carlota City, Pontevedra, Pulupandan, and San Enrique attended the Bago training.
Executive Assistant Greg Velliegas opened the activity on behalf of Bago City Mayor Mayette Javellana.
Velliegas welcomed participants and underscored the importance of strengthening civil registration through efficient systems and capable personnel.
Participants underwent discussions, demonstrations, and hands-on exercises on the proper use of APCAS.
On the second day, participants served actual clients and encoded their petitions in the system, giving them experience applying the procedures in real-life transactions.
Biaoco delivered the closing remarks and emphasized the importance of continuous learning and adopting innovations such as APCAS to provide efficient, accurate, and responsive civil registration services.
PSA Negros Occidental said the Bago activity formed part of its continuing partnership with Local Civil Registry Offices to improve the accessibility and quality of civil registration services.
The agency conducted a third two-day APCAS training in San Carlos City on July 23, focusing on the digital processing of administrative petitions under Republic Act No. 9048 and Republic Act No. 10172.
The City Civil Registrar of San Carlos hosted the training under Eddie Flor C. Silva, acting city government department head I.
Local civil registrars and staff from Calatrava, Escalante City, Murcia, Salvador Benedicto, and Toboso attended the San Carlos activity.
Participants included Bernadeth Y. Franco of Calatrava, Atty. Serafin Jr. P. Lopez of Escalante City, Romulo Jr. N. Torrecarrion of Murcia, Jeremy G. Celeste of Salvador Benedicto, and Rose S. Dalaguit of Toboso.
Biaoco’s opening message was read on her behalf by Annie M. Libo-on, Registration Officer I.
Participants again worked with actual clients on the second day and encoded their petitions, giving them practical experience using APCAS.
Silva delivered the closing remarks and expressed appreciation for the trainers as well as the cooperation and active participation of Local Civil Registrar personnel.
Taken together, the three training activities widened APCAS exposure among registry offices across Negros Occidental and reinforced the PSA’s push to make correction procedures more efficient, accurate, and responsive to the public.
