PSA completes APCAS training rollout across Negros Occidental

BACOLOD CITY — The Philippine Statistics Authority-Negros Occidental has completed a series of training sessions on the Administrative Petition for Correction Automated System, or APCAS, aimed at strengthening and digitizing civil registration services across the province.

The final two-day training was held Sept. 2 in Hinigaran for local civil registrars and staff from Binalbagan, Hinigaran and Valladolid, marking the completion of the agency’s APCAS training series in Negros Occidental.

APCAS is used to process administrative petitions for corrections allowed under Republic Act No. 9048 and Republic Act No. 10172, which authorize the administrative correction of certain entries in civil registry documents.

During the Hinigaran training, participants prepared the required equipment and established a virtual private network connection to access APCAS on the first day.

They also practiced using the automated platform by encoding dummy petitions before processing and encoding an actual client’s petition on the second day.

The Hinigaran activity was hosted by the local civil registrar and included Josette B. Villasis of Binalbagan and Daisy C. Galve of Valladolid, together with their respective staff.

Hinigaran Local Civil Registrar Russel S. Cabatac congratulated PSA Negros Occidental during the closing program for completing the training series and implementing APCAS throughout the province.

The September session followed earlier two-day training activities conducted in Sipalay City on Aug. 5 and Cauayan on Aug. 26.

In Sipalay City, the training brought together PSA Negros Occidental personnel and local civil registry representatives from Canlaon and Hinoba-an, including Ramy Ben Torre Mandaguit and Maria Fe G. Reliquias.

PSA Negros Occidental Registration Officer I Edwin Guiking presented an overview of APCAS and explained the system’s processes during the Sipalay training.

Participants prepared equipment, established a VPN connection and encoded dummy petitions on the first day to become familiar with the automated system.

On the second day, they processed and encoded an actual client’s petition to gain practical experience handling APCAS transactions.

Sipalay Local Civil Registrar Arnelle D. Paderog closed the activity by expressing appreciation for the PSA’s development and implementation of APCAS and its contribution to improving public service.

The training series continued Aug. 26 in Cauayan, where local civil registry personnel were trained to process administrative petitions under Republic Acts No. 9048 and 10172.

Cauayan Mayor John Rey D. Tabujara attended the activity and expressed support for innovations and improvements to the system, citing their role in making public services more efficient.

Guiking also presented the APCAS overview in Cauayan, discussing the system’s processes and functions.

The Cauayan training included Ilog Local Civil Registrar Ma. Teresa T. Camara and her staff.

As in the other training sessions, participants spent the first day setting up equipment and the VPN connection before practicing with dummy petitions.

They applied the training on the second day by encoding an actual client’s petition in APCAS.

Cauayan Local Civil Registrar Noel T. Gayanilo thanked PSA for the initiative and assistance provided to local civil registrars, particularly in adopting technology to improve the delivery of civil registration services.

PSA Negros Occidental said the completion of the training series strengthens the digital processing of administrative petitions and supports more efficient and accessible civil registration services throughout the province.
