Meralco PowerGen Corp. (MGEN) announced that its Singapore-based subsidiary, PacificLight Power Pte. Ltd. (PLP), has appointed a consortium of Mitsubishi Power and Jurong Engineering Limited (JEL) to develop Singapore’s largest high-efficiency combined cycle gas turbine (CCGT) facility.
The plant will be the first in Singapore to integrate a large-scale battery energy storage system (BESS), allowing real-time energy management to align electricity supply with grid demand.
Set to begin operations in 2029, the 670-megawatt (MW) plant on Jurong Island will supply cleaner and more reliable power to more than 965,000 four-room flats.
It is designed to operate with up to 30 percent hydrogen and transition to full hydrogen use in the future.

The new plant will deploy Mitsubishi Power’s M701JAC gas turbine, recognized as the world’s most efficient large-frame model with over 64 percent combined cycle efficiency and more than 3 million operational hours of proven reliability.

PLP currently owns and operates an 830MW CCGT plant and a 100MW Fast Start Ancillary Services facility, both located on Jurong Island.
The existing 830MW plant is one of Singapore’s most efficient and reliable combined cycle power facilities.

Mitsubishi Power has had a longstanding presence in Singapore, providing advanced systems for CCGT plants since the early 2000s.
Together with JEL, the consortium has delivered two M701F gas turbines and three M701JAC gas turbines, including those for this project.
Their track record and collaboration in Singapore were key factors in securing the EPC contract.
The PLP CCGT project is a major step toward Singapore’s net zero emissions goal by 2050.
It reflects the shared commitment of PLP, Mitsubishi Power, and JEL to accelerate the energy transition while advancing MGEN’s mission of powering a better tomorrow through reliable, affordable, and sustainable energy solutions.
