Offshore Wind Parks Planned for Negros, Iloilo, Antique

The Department of Energy (DOE) has unveiled plans to build offshore wind parks in Negros Occidental, Iloilo, and Antique as part of its drive to establish 16 offshore wind energy projects across the Philippines. These projects are expected to have a combined capacity of 16,600 megawatts (MW) and contribute significantly to the country’s renewable energy goals.

Eight renewable energy developers are spearheading these initiatives, including Triconti Southwind Corp., Jet Stream Windkraft Corp., Ivisan Windkraft Corp., BuhaWind Energy Northern Luzon Corp., ACX3 Capital Holdings Inc., Vind Energy Corp., Domhain Earth Corp., and CI NMF (PH) Corp.

The DOE confirmed that these projects are scheduled to begin construction by 2027 at the latest, with energy delivery to the national grid expected by 2028. Provinces identified for these wind farms include not only Negros Occidental, Iloilo, and Antique but also Bataan, Cavite, Ilocos Norte, Camarines Sur, Camarines Norte, Quezon, Cagayan, Batangas, Occidental Mindoro, La Union, and Northern Samar.

Energy Undersecretary Rowena Cristina Guevara highlighted the government’s commitment to fast-tracking these projects.

“The investors are assured, and therefore, they are keen on participating in the auction in the third quarter of this year,” Guevara said, referring to the upcoming fifth round of the green energy auction focused on offshore wind projects.

Streamlining Processes for Offshore Wind Development

The DOE is addressing challenges related to transmission, logistics, and permitting to encourage investor confidence and ensure the timely implementation of these projects. Guevara noted that the agency is working closely with the National Grid Corp. of the Philippines (NGCP) and the Philippine Ports Authority (PPA) to modernize infrastructure and resolve logistical bottlenecks.

“We work with NGCP. We also work with the local government unit for right of way,” Guevara said, emphasizing the agency’s role in expediting processes for developers.

The DOE has also partnered with the Department of Environment and Natural Resources (DENR) to simplify permitting procedures and with the PPA to enhance port infrastructure. These efforts aim to ease the transportation of materials and equipment needed for offshore wind energy projects.

The agency’s proactive stance reflects its broader strategy to accelerate renewable energy development and meet the government’s goal of increasing the share of renewables in the country’s energy mix.

Renewable Energy Goals

The offshore wind projects form part of the government’s larger agenda to promote energy security, reduce dependence on fossil fuels, and achieve a sustainable energy future. Offshore wind energy, with its vast potential for power generation, is seen as a key driver in achieving these goals.

Guevara stressed that the DOE’s coordination with various stakeholders ensures that developers have the support they need to overcome operational hurdles.

“The permitting process is streamlined, and we are addressing critical concerns to meet our timeline,” Guevara added.

The DOE confirmed that the fifth round of the green energy auction, centered on offshore wind energy, will proceed in the third quarter of 2025. This auction allows private developers to bid on renewable energy projects, ensuring a competitive and transparent process.

Investors have expressed strong interest in the upcoming auction, citing the DOE’s commitment to addressing logistical and regulatory challenges. This auction is expected to set the stage for accelerated development of offshore wind projects in the country.
