BACOLOD CITY — The Philippine Statistics Authority-Negros Occidental convened the 2027 Community-Based Monitoring System Provincial Coordinating Board for the provincial government of Negros Occidental on June 24 to prepare for the full implementation of the 2027 CBMS.
The activity focused on the roles and responsibilities of Provincial CBMS Coordinating Board members and the provincial government’s preparedness for implementation.
Anna Marie Lucasan, officer-in-charge of the Provincial Planning and Development Office, presided over the meeting on behalf of Gov. Eugenio Jose V. Lacson.
Lucasan serves as chair of the coordinating board.
Diesah S. Biaoco, supervising statistical specialist and officer-in-charge of PSA-Negros Occidental, serves as co-chair and head secretariat of the board.
Twenty-two provincial CBMS board members attended the meeting, including six officials and personnel from the PSA.
The presentation covered the CBMS framework, including its legal bases, objectives, scope, coverage, local government operationalization, data items that may be used, and the indicative schedule of data collection.
The PSA also discussed the critical role of each member agency in ensuring systematic data collection, efficient logistical operations, and compliance with CBMS standards and PSA protocols.
Capacity-strengthening activities for local government units were also discussed, including CBMS objectives and its goal of supporting inclusive and sustainable development at the grassroots level.
The meeting also included briefings on map research activity, the Statistical Survey Review and Clearance System, and the 2026 Updating of the List of Agricultural Farms.
Statistical Specialist II Ramon M. Locsin presented the map research activity, highlighting existing boundary disputes among local government units in the province.
Locsin also discussed applicable legal references and possible resolutions to address the boundary issues.
After the presentation, Lucasan shared insights and recommendations that would serve as references for the PSA’s upcoming survey and mapping activities.
The convening marked a joint effort between the PSA and the provincial government of Negros Occidental to strengthen local-level statistics, empower communities, improve crisis response, support poverty alleviation through social protection programs, and enhance public service delivery.
The CBMS is a government system established under Republic Act No. 11315 to generate updated and disaggregated data for targeting beneficiaries, analyzing poverty, setting community needs, designing policies, and monitoring program impact over time.
The PSA implements the CBMS to support evidence-based planning and policymaking by national and local governments.
