LTO probes Dumaguete motorcycle rider’s hands-off stunt

BACOLOD CITY — The Land Transportation Office-Negros Island Region (LTO-NIR) is investigating alleged reckless driving after a video showed a motorcycle rider performing a stunt in Dumaguete City, Negros Oriental.

LTO-NIR Director Jeck Conlu said the video circulated online and drew the agency’s attention, prompting officials to serve the rider a show-cause order on Monday over alleged reckless driving.

The incident also reached the LTO central office, he added.

Conlu said the rider received the order and was given five days to submit a written explanation. He was also required to appear before the LTO Dumaguete District Office.

The video showed the rider with both hands at his sides while the motorcycle was moving along a highway, posing a danger to himself and other motorists, Conlu said.

The rider was also shirtless, which Conlu said was prohibited.

Conlu said officials also found that the motorcycle’s registration had not been renewed, a separate violation.

He said the agency had no information yet about the rider’s background.

The investigation is part of LTO-NIR’s continuing enforcement of Republic Act No. 4136, or the Land Transportation and Traffic Code, and its commitment to road safety.

Section 48 of the law prohibits driving recklessly or without reasonable caution on highways, including in a manner that endangers people or property.
