BACOLOD CITY — The Land Transportation Office–Negros Island Region (LTO-NIR) has issued a show-cause order to the operator of a modernized jeepney that went viral on social media for alleged overloading outside the Panaad Park and Stadium in Barangay Alijis.
The order was issued on Thursday, Jan. 29, after the video reached the attention of Mayor Greg Gasataya, who expressed concern over the overcrowded condition of the public utility vehicle, saying it posed a serious and unacceptable risk to public safety.
Gasataya said he discussed the incident with LTO-NIR Director Jeck Conlu, who confirmed that an investigation has been initiated.
“The safety of our citizens is non-negotiable. Any public utility vehicle that operates in a manner that endangers lives shall be dealt with to the full extent of the law,” Gasataya said in a statement.
According to LTO-NIR, the incident was recorded on Tuesday, Jan. 27, and showed a jeepney operating on the Alijis–Central Market route exceeding its authorized passenger capacity.
The video also captured a heated exchange between the conductor and a concerned passenger, raising further questions about passenger safety and courtesy.
LTO-NIR said the vehicle is now under administrative inquiry for possible violations of Republic Act 4136, or the Land Transportation and Traffic Code, including overcapacity, reckless driving, discourteous conduct, and noncompliance with franchise conditions.
The agency directed the operator and the conductor to appear at its regional office in Barangay Mansilingan within five days to submit a verified written explanation.
Failure to comply, the LTO-NIR said, will prompt administrative action, including possible fines, suspension, or other sanctions as provided by law.
Meanwhile, the city government, through Bacolod Traffic and Transportation Management Department head Reuben Sabig, said it has coordinated with the LTO and will also require the operator to explain to prevent a recurrence of unsafe and unlawful practices.
The city government assured the public that it will continue strict enforcement of traffic and transport regulations to ensure the safety and welfare of Bacolod commuters.
LTO-NIR also reminded all public utility vehicle operators and personnel that passenger safety, lawful operations, and proper public service are non-negotiable.
