The Land Transportation Office Region VI has issued a show cause order to a woman caught on video berating a traffic enforcer during a widely shared traffic standoff in Barangay Tabucan, Mandurriao District on April 22.
LTO-6 Regional Director Atty. Gaudioso P. Geduspan II ordered the driver to submit a written explanation within five days of receiving the notice, in response to alleged misconduct, noncompliance, and disrespectful behavior toward a government officer on duty.
“Your response must provide a factual and justified account of your actions,” the order reads.
“This will be evaluated for possible administrative sanctions in accordance with existing regulations.”
The woman was flagged down by TTMO traffic enforcer Arturo Sajonia Jr. for allegedly making an illegal right turn from the left lane at the intersection of R. Mapa Street and Don Donato Pison Avenue, violating Regulation Ordinance 393 Sec. 1-A (Disregarding Traffic Signs).
Instead of complying, the driver allegedly refused to present her driver’s license and began live-streaming the confrontation on Facebook.
The video, which has since gone viral, reportedly showed her hurling insults and accusing the enforcer of corruption.
The standoff lasted more than three hours and ended only after police officers intervened.
Despite being issued a traffic citation, the woman reportedly refused to sign the ticket and only presented her SSS ID, continuing to withhold her license.
The Facebook video, titled “Traffic Enforcer ba mga Buya d sa Tabucan, Mandurriao,” allegedly damaged the reputation of the Iloilo City Traffic and Transportation Management Office and its personnel.
On May 20, TTMO filed a formal complaint before the City Prosecutor’s Office for violating Section 4(c)(4) of the Cybercrime Prevention Act of 2012 (online libel).
Additional charges under Article 151 of the Revised Penal Code (resistance and disobedience to a person in authority) were filed on May 28.
In a letter to Director Geduspan, TTMO Chief Uldarico Garbanzos urged the agency to impose administrative sanctions, citing the importance of respecting traffic authorities and upholding road safety.
“This incident undermines public trust in our enforcers,” Garbanzos said.
“Our personnel were simply performing their duties in the interest of public safety.”
