LE on Foreshore capacitates DENR-6 technical staff on appraisal, permit and lease contract issuances

The Department of Environment and Natural Resources (DENR) in Region 6 conducted a 4-day Learning Event (LE) on Foreshore Appraisal, Permit and Lease Contract Issuances recently.

Resource speakers/trainers from the Land Management Bureau (LMB) Central Office and other DENR 6 officials discussed topics with the participants to equip them with the technical knowledge on the DENR Implementing Rules and Regulations (IRR), which should be implemented in close coordination with the Local Government Units (LGUs) to carry out the development and management initiatives defined in their respective Provincial Foreshore Development and Management Plans.

The learners, who mostly came from the Provincial ENR Offices (PENROs) and Community ENR Offices (CENROs) working as Land Management Specialists and technical staff, were introduced to the existing guidelines, and recent development in the implementing rules and regulations of the management of foreshore lands.

“After the four-day learning event, the Department expects, in collaboration with the LGUs, that we will now be able to craft a plan on how to further develop revenues and make that area a sustainable area for development,” said DENR Assistant Regional Director for Management Services Andres T. Untal.

“It has been long years in pursuit of the various activities in the foreshore areas, recognizing the fact that foreshore is the life blood of the community. It has been identified that 60% of the population are in the foreshore areas and 70% in terms of cities and municipalities are located in coastal zone, so just imagine the pressure brought about by the communities with regards to foreshore areas and that is under the mandate of the DENR,” said DENR Assistant Regional Director for Technical Services Raul L. Lorilla.

“This is just timely because we have a vast length of foreshore total areas in the region that should be managed, not only because they have the potentials to provide for an increased profit, but those areas are also identified as geohazard areas,” said DENR 6 Regional Director Livino B. Duran.

Participants coming from the provincial Local Government Units (LGUs) also joined the first day of the activity. (DENR-6)
