Antique Governor Paolo Javier vowed to lead the province with a governance framework grounded in what he calls the “4 E’s” as he formally returned to provincial politics.
In his inaugural speech during his oath-taking ceremony Monday, Javier outlined his four-pronged leadership approach: effective, efficient, economical and empathetic.
He pledged to deliver results that are felt, seen and lived by the people of Antique.
“I will lead with purpose, clarity and results,” Javier said.
“Efficient leadership with good governance is not just about making things work—it’s about making them work for the people.”
He committed to managing the province’s resources with fairness, foresight and discipline, ensuring that every peso spent benefits the most vulnerable.
He also vowed to lead with compassion and create people-centered policies that leave no Antiqueño behind.
Javier, who previously served as Antique representative from 2010 to 2019, said he brings the same passion and commitment that marked his earlier tenure.
Among his flagship initiatives is a proposed PHP500 monthly electricity subsidy for more than 115,000 member-consumers of Anteco and Akelco.
“This initiative aims to provide much-needed financial relief to Antiqueño families and improve their overall quality of life,” he said.
“I will ensure that access to affordable and reliable power remains within reach for every Antiqueño household.”
He also announced plans to modernize Angel Salazar Memorial General Hospital and other district hospitals across the province.
Javier committed to implementing a zero-billing policy for Antiqueños seeking medical care.
“We will implement a zero-billing policy for Antiqueños, ensuring that financial barriers never stand in the way of receiving quality healthcare,” he said.
This policy will provide free medical services and eliminate out-of-pocket expenses for patients in public hospitals.
