BACOLOD CITY — The Negros Occidental provincial government has called on all concerned authorities and maritime stakeholders to continue and intensify search-and-rescue operations for the four missing crew members of M/V Devon Bay, including two Negrenses.
Among the missing are Capt. Elimar Jucal of San Enrique town and Jejanfer Partosa Marfa of Cadiz City, who were part of the 21-member, all-Filipino crew of M/V Devon Bay, which capsized in the West Philippine Sea about 55 nautical miles northwest of Scarborough Shoal on Jan. 23.
Of the 21 crew members, 15 were rescued, two were confirmed dead, and four remain missing, including Jucal and Marfa.
The provincial government, along with the Negrense community, expressed deep concern and solidarity with the families of the missing seafarers.
“We remain united in prayer, hope, and solidarity with the affected families during this difficult time,” the provincial government said in a statement.
The Philippine Coast Guard has recognized Jucal’s heroism for refusing to abandon the vessel despite the danger.
In a separate statement, Gov. Eugenio Jose Lacson cited Jucal’s courage and selfless leadership in ensuring the safety of his crew, saying his actions reflect the highest ideals of Filipino seafarers and deserve utmost recognition.
Jucal, 47, resides in Bacolod City with his wife and three sons, and his family remains hopeful as search-and-rescue operations continue.
Councilor Al Victor Espino also paid tribute to Jucal as a friend and fellow shooting enthusiast, describing his courage as a light amid the tragedy at sea.
“During the sea tragedy, his selfless choice to prioritize his crew embodies compassionate leadership,” Espino said in a statement.
“His bravery reflects the noble spirit of Filipino seafarers.”
While search efforts continue, Espino said he is extending his thoughts and prayers to Jucal and the rest of the crew.
“His legacy shows that true leadership is about standing firm when support is needed most. We salute you, Boss Andy, with gratitude and admiration,” he added.
The Thunderbugs Bacolod Motorcycle Club Inc. also expressed solidarity and prayers for Jucal, a fellow motorcycle enthusiast.
“Your courage, leadership, and concern for others reflect the true meaning of brotherhood and service. You chose others over yourself—and that will never be forgotten,” the group said.
The club also prayed for Jucal’s safe return and for strength and comfort for his family and loved ones.
The Bacolod Elite Buglas Eagles Club likewise honored Jucal’s leadership, referring to him as their “Kuya.”
“You are a true Elite leader. In the face of disaster, you put your crew first and gave them a chance to live. That decision defines real leadership, real courage, and real heroism,” the group said.
The MassKara Buklod Eagles Club also offered prayers for Jucal, saying he chose courage over fear to ensure the safety of his crew.
“As one Eagle family, let us unite in prayer for his protection, strength, and for God’s mercy and guidance in this difficult time,” the group said.
