The Province of Iloilo emerged as the top-performing province in Western Visayas in collection efficiency across four locally sourced revenues for 2024, according to the Bureau of Local Government Finance under the Department of Finance.
The recognition was conferred during the 2025 Regional Conference of Assessors, Treasurers, and Technical Personnel on Oct. 9 at the Grand Hotel in Iloilo City.
Provincial Treasurer Jean Maire G. Umadhay received the award on behalf of the provincial government alongside key financial officers and local officials from across the region.
Iloilo posted the highest collection efficiency in real property tax, business tax, fees and charges, and economic enterprise, outperforming other provinces in Western Visayas.
The province also garnered multiple distinctions that reflect strong fiscal management and adherence to sound financial governance practices.
Iloilo took first place for highest collection efficiency in four locally sourced revenues, real property tax collection efficiency, locally sourced revenue in real property tax, and locally sourced revenue in business tax and other taxes.
It placed second for locally sourced revenue overall, timely submission of treasury reports via the electronic Statement of Receipts and Expenditures, best performing provincial approver of eSRE reports, best performing provincial reviewer of eSRE reports for Jose Roy E. Villanueva, economic enterprise collection efficiency, year-over-year growth in economic enterprise, year-over-year growth in fees and charges, and locally sourced revenue in economic enterprise.
It finished third for fees and charges collection efficiency.
“We continue to set the bar in local governance through exemplary performance in revenue generation and financial stewardship—an achievement that reflects Governor Arthur R. Defensor Jr.’s social justice agenda under the MoRProGRes Iloilo or the Movement for a Robust, Progressive, Globally-Competitive, and Resilient Province of Iloilo,” the provincial treasury office said in a statement.
The BLGF serves as the DOF’s arm in supervising and strengthening local government revenue administration and fiscal performance through policy, oversight, and capacity building.
The agency operates the electronic Statement of Receipts and Expenditures, or eSRE, which standardizes LGU treasury reporting to improve transparency, comparability, and data-driven decision-making.
Western Visayas, or Region VI, comprises the provinces of Aklan, Antique, Capiz, Guimaras, and Iloilo, with Iloilo City as the regional center.
