The Interim Iloilo City People’s Council (ICPC) held a three-day strategic planning workshop to craft its mission, vision, core values, and constitution and by-laws.
The event was supported by the Iloilo City government through the Office of the City Planning and Development Coordinator.
Dr. Teresa Melgar of the UP Diliman Sociology Department delivered the keynote address.
Engineer Abigail Jastio also shared Naga City’s experience in establishing a people’s council.
The Interim ICPC was formed on Nov. 19, 2024, during an assembly of 83 Iloilo City civil society and non-governmental organizations.
Its creation was guided by Iloilo City Regulation Ordinance No. 2024-009, which provides for the organization of a people’s council.
The planning workshop took place from April 28 to 30, 2025, at the Gold Function Room of District 21 Hotel and was attended by members of the interim ICPC.
Iloilo City Vice Mayor Jeffrey P. Ganzon delivered a message of support during the event.
City Councilor Alan Zaldivar, co-author of the ordinance, was also present.
Mayor Jerry P. Treñas extended his support through a message read by City Planning and Development Officer Ronald Cartagena.
The Internal Rules Committee of the ICPC, led by Mr. Perfecto Yap, president of ATOP, spearheaded the workshop.
