The Department of Energy (DOE) secured 9,423 megawatts (MW) in new renewable energy (RE) commitments during the fourth Green Energy Auction (GEA-4) held on September 2, 2025.
The result accounts for 88 percent of the 10,653 MW installation target for this round, with 111 winning bids spanning solar, onshore wind, and storage-backed projects.
Unsubscribed allocations, particularly in floating solar, onshore wind, and integrated solar-plus-storage categories, will be reoffered to qualified developers under auction guidelines.
Awarded projects are scheduled to begin delivering electricity between 2026 and 2029, pending compliance with post-auction requirements such as system impact studies and performance bond submissions.
“The results of GEA-4 affirm the strong partnership between government and the private sector in driving RE deployment,” said Energy Secretary Sharon S. Garin.
“By securing over 9,000 MW of new clean energy commitments, and by offering unsubscribed installation targets to other eligible bidders, we are ensuring that our transition is ambitious, inclusive, and resilient,” Garin added.
The DOE had released the list of qualified GEA-4 bidders in July, covering technologies such as solar, solar with storage, and onshore wind—identified as critical for accelerating the Philippines’ clean energy shift.
GEA-4 follows a series of auctions that have significantly expanded the country’s renewable energy pipeline over the past three years.
The inaugural round in 2022 awarded nearly 2,000 MW, mainly from solar and onshore wind projects.
GEA-2 secured approximately 3,440 MW in commitments, while GEA-3, conducted in February 2025, generated more than 7,500 MW in offers against a 4,650 MW target, awarding 6,677 MW—largely in pumped-storage and hydropower technologies.
With GEA-4 setting the highest installation target to date, the DOE reaffirmed its use of competitive and transparent auctions as a cornerstone of its energy transition strategy.
This program supports the broader policy framework that includes the Renewable Portfolio Standards, energy efficiency initiatives, and the deployment of smart grids and storage systems.
The government aims to achieve a 35 percent renewable share in the power mix by 2030, 50 percent by 2040, and above 50 percent by 2050.
