Rizza Castilla Ganancial has known what it means to struggle. The sixth of seven children of a carpenter and a housewife, she worked at a young age as a domestic helper, saleslady, janitress, and lotto outlet employee just to support her family.
When the pandemic struck, the young lady embraced another challenge—juggling online studies, vending, and family responsibilities—but persevered and graduated just this year with a degree in Business Administration.
With a diploma in hand, Rizza set her eyes on government service during the Handog ng Pangulo Job Fair held in the province of Guimaras on September 13, 2025, and submitted her application for the DOLE Government Internship Program (GIP).
But the excitement quickly faded when Rizza noticed the age limit of 30; at 32, the chance for a job seemed lost.
But fate had other plans for her. It was then that Regional Director Atty. Sixto T. Rodriguez Jr. made a decisive move.
Instead of letting the applicant leave in disappointment and frustration, Atty. Rodriguez personally assessed Rizza’s potential.
Seeing the need for a job, the determination, and the years of sacrifices, the Regional Director chose to act.
Due to Rizza’s disqualification from the GIP, Atty. Rodriguez facilitated a more meaningful employment opportunity.
Atty. Rodriguez employed Rizza outside of the GIP program and hired her on the spot as the National Skills Registry Program (NSRP) Coordinator at DOLE RO 6–Guimaras Field Office.
Atty. Rodriguez emphasized that the Regional Office finds ways for those who are deserving.
Hired as NSRP Coordinator, Rizza was given work and a chance to serve.
Director Rodriguez stressed that DOLE always recognizes potential and provides opportunities.
Atty. Rodriguez’s effort transformed Rizza’s near defeat into a moment worth rejoicing.
The decision of the Regional Director proves that opportunities can be created when compassion requires decisive action.
Director Rodriguez highlights the essence of DOLE’s mandate to provide opportunities and give every Filipino worker a fair chance to thrive.
Atty. Rodriguez’s intervention in Rizza’s case serves as a powerful reminder that true service means finding ways where there seem to be none.
The journey is inspiring. Rizza’s story is not just about perseverance—it is now one dream fulfilled.
