Department of Trade and Industry (DTI) Secretary Ma. Cristina A. Roque, in her capacity as Chairman of the Construction Industry Authority of the Philippines (CIAP), has announced a full investigation into the Philippine Contractors Accreditation Board (PCAB).
The probe seeks to address growing concerns about alleged conflicts of interest, irregularities in the accreditation process, and possible abuses of authority within the Board.
According to the DTI, the investigation will involve a thorough review of the actions and conduct of current PCAB board members and officials.
Based on the findings, the DTI will recommend appropriate actions to the President, including the possible removal of individuals found to have compromised the public interest.
“This is about ensuring accountability and transparency,” said Secretary Roque, emphasizing the agency’s commitment to integrity.
“The DTI will pursue this investigation thoroughly, fairly, and without fear or favor,” she added.
“Those found to have engaged in wrongdoing or who compromised the public interest will be held accountable,” Roque said.
“We will not hesitate to recommend to the President the removal of anyone found to have compromised the public interest or engaged in wrongdoing,” she added.
PCAB serves a vital regulatory function in the Philippine construction industry, accrediting contractors and ensuring that construction projects comply with legal and quality standards.
DTI officials stressed that the probe aligns with their broader mission to protect stakeholders and consumers, and to ensure high standards of governance in public service.
To lead the effort, the DTI has created a Fact-finding Team tasked with overseeing the investigation in accordance with due process and relevant laws.
The team will coordinate with concerned government agencies and recommend long-term reforms to prevent future governance lapses within the accreditation board.
Further developments, including any leadership changes within PCAB, will be disclosed as the investigation progresses.
