BIR expands electronic tax clearance system nationwide
MANILA — The Bureau of Internal Revenue (BIR) has expanded its Electronic Tax Clearance System (eTCS) to all 19 revenue regions, enabling taxpayers nationwide to apply for, pay for and download tax clearance certificates online.
The nationwide rollout follows the issuance of Revenue Memorandum Circular (RMC) No. 76-2026 on July 9, 2026, making the web-based platform available to taxpayers registered under Revenue Regions Nos. 1–19.
The BIR said the eTCS is part of its Digital Transformation (DX) Roadmap, which aims to streamline the tax clearance application process through digital services.
Using the online platform, taxpayers can register, submit documentary requirements, monitor the status of their applications, pay certification and documentary stamp fees electronically, and download their Tax Clearance Certificates upon approval.
The system covers applications for Tax Clearance for Bidding Purposes (TCBP), Tax Clearance for General Purposes (TCGP), Tax Compliance Verification Certificate (TCVC), and Delinquency Verification Report (DVR), subject to the applicable requirements and purposes prescribed by the BIR.
According to the bureau, the expanded rollout supports its Digital and Data Transformation and Service Excellence and Stakeholder Engagement initiatives under the DARES reform agenda.
The BIR said the initiative is intended to expand digital services, simplify tax compliance and provide taxpayers with faster, more convenient and more accessible tax clearance services.
The bureau encouraged taxpayer-applicants to consult the eTCS User’s Manual available on the system’s homepage before filing their applications.
The BIR has been accelerating the digitalization of its services in recent years as part of its broader modernization program to improve taxpayer convenience, reduce processing time and enhance the efficiency of tax administration.
