BACOLOD CITY — The Sangguniang Panlungsod has approved on first reading a proposed ordinance aimed at regulating the use of modified or excessively loud motor vehicle mufflers in Bacolod City to address mounting concerns over noise pollution and its impact on public health.
Principal author Councilor Atty. Caesar Z. Distrito, DPA, with Councilor Jason Villarosa as co-author, said the measure responds to years of complaints from residents who have been disturbed by the growing number of vehicles using altered mufflers.
“This ordinance is long overdue. Our people have endured years of disturbance from excessively loud and modified mufflers. This is a firm and decisive step to restore peace in our communities and protect the health and well-being of our citizens,” Distrito said.
The proposed ordinance bans the use of altered, open-pipe, straight-pipe, or otherwise excessively loud mufflers within city limits.
It authorizes immediate confiscation of illegal mufflers, roadside inspections, sound level testing, and vehicle impoundment when required for enforcement.
The Bacolod Traffic and Transport Management Department, Bacolod City Police Office, and deputized personnel will be tasked to carry out the implementation of the measure.
These agencies may issue citation tickets, confiscate non-compliant mufflers, and enforce national noise emission standards under existing regulations.
Distrito emphasized that noise pollution has become a public health concern, citing its effects on sleep, mental health, and community order.
“Bacolod is making it clear that the right to a peaceful and livable environment must always come first,” he added.
Villarosa said the measure seeks to promote road discipline and ensure that the community’s welfare is prioritized.
“This is not a measure against motorists. It is for the welfare of the community. Loud mufflers disturb seniors, students, workers, and families,” he said.
“This ordinance promotes responsibility, respect, and discipline on the road,” Villarosa added.
Exemptions in the proposal include emergency vehicles, factory-installed mufflers, certified compliant aftermarket systems, and vehicles legitimately used for sports competitions or motor shows.
Administrative fines under the ordinance range from PHP 1,500 to PHP 3,000 for erring drivers and vehicle owners.
Business establishments or mechanics proven to have installed non-compliant mufflers may face penalties between PHP 2,500 and PHP 10,000.
Confiscated mufflers and related items will be inventoried and disposed of after 30 days in accordance with Commission on Audit regulations.
The ordinance will proceed to committee deliberations before being presented for second reading.
