BACOLOD CITY — The Bacolod City government will launch the Business One-Stop Shop (BOSS) at the lobby of the Bacolod City Government Center on Monday, Jan. 5, 2026, to accommodate business registration and renewal.
The BOSS aims to simplify and speed up registration and renewal processes for local entrepreneurs.
The Business Permits and Licensing Office (BPLO), in coordination with key city departments, will accept applications through the BOSS from Jan. 5 to 20, 2026.
City officials said co-locating all relevant offices in one venue will streamline the processing of requirements such as fire inspection certificates, sanitation inspection certificates, building permits and occupancy permits, eliminating the need for applicants to visit multiple offices.
BPLO head Stela Rose Rayos said she expects many entrepreneurs to take advantage of the system to register or renew their businesses this year.
Business owners who pay in full will receive a 10 percent discount on business tax, excluding regulatory fees.
Services will be available on-site at the Bacolod City Government Center and online through ebpls.bacolodcity.gov.ph.
On-site personnel will assist applicants who are not comfortable using digital platforms, Rayos said.
Satellite offices, including the Bacolod Express Service Office at Ayala Malls Capitol Central and the Government Services Express at SM City Mall Bacolod, will continue to handle assessments, payments and the issuance of sanitary and health permits.
Mayor Greg Gasataya earlier issued a memorandum allowing the early acceptance of business registrations to prepare for the BOSS rollout.
“Those who availed of advance processing may monitor their application status through the electronic tracking system to check pending clearances, then proceed to the City Treasurer’s Office–License Division for assessment and payment,” Rayos said.
BPLO records show that 24,912 businesses were registered in Bacolod City in 2025.
Participating agencies include the City Health Office, City Planning and Development Office–Zoning Division, Office of the Building Official, Bacolod Environment and Natural Resources Office, City Tourism Office, City Cooperative and Livelihood Development Office, City Department of Agriculture, City Veterinary Office, Bacolod Traffic and Transportation Management Department and the Bureau of Fire Protection.
