Joemarie Vargas of the City Disaster Risk Reduction and Management Office (CDRRMO), said the woman was walking when strong winds blew the umbrella she was holding.
The woman, however, failed to let go of her umbrella and was also swept by the wind causing her to fall into a portion of the river, he added.
Vargas said the woman rolled over the river wall measuring 35 to 40 feet. She sustained minor injuries and was immediately rescued.
Vargas said the woman was brought to a hospital and is now stable.
