ROXAS CITY, Capiz — A 50-year-old vulcanizer from Barangay Dayao became the first person to file his Certificate of Candidacy (COC) for Roxas City councilor in the May 2025 midterm elections.
Ramilo B. Acutillar, speaking to the media after filing his COC at Robinsons Place-Roxas, vowed to rehabilitate and concrete the roads connecting Roxas City proper to Barangay Dayao if he wins.
He expressed his sadness and concern for his constituents, citing the poor road conditions and flooding that occur during the rainy season.
Acutillar, running as an independent candidate, revealed that he has a campaign budget of PHP 30,000.
He previously ran for barangay kagawad in the recent Barangay and Sangguniang Kabataan (SK) elections but was unsuccessful.
