Visa, LANDBANK launch digital card for government spending

Visa and LANDBANK have launched a Government Purchase Card designed to help Philippine government agencies manage purchases through a more transparent, seamless, and efficient payment system.
The LANDBANK Visa Government Purchase Card, or GPC, allows government institutions to replace traditional cash advances and manual reimbursements with a secure, fully digital payment process.
The card includes built-in controls such as spending limits, merchant restrictions, and digital transaction monitoring to strengthen compliance, oversight, and accountability.
“Digitalizing public finance management amplifies the power of Visa in helping the government make transactions more secure, seamless, and digital. Through this innovation, we see this impactful collaboration with LANDBANK giving government agencies greater control over their processes, enabling them to be more agile and transparent to ultimately improve delivery of services to the Filipino public,” said Jeffrey Navarro, Visa country manager for the Philippines.
Cardholders are expected to gain access to an integrated digital expense management platform by the fourth quarter of the year.
The platform will automate expense processes—from transaction capture and reconciliation to approval workflows and reporting—while giving government agencies data-driven insights, greater spending visibility, and stronger financial controls.
“Through our strengthened partnership with Visa, we are bringing global payments innovation to the public sector to drive transparency and accountability while advancing the National Government’s digitalization agenda. This empowers agencies with stronger financial oversight while building a more responsive digital experience for Filipinos,” said Lynette V. Ortiz, LANDBANK president and chief executive officer.
The card is expected to automate procurement-related payments for public-sector institutions, including low-value purchases, government travel expenses, and recurring costs.
The Bureau of the Treasury is among the first government institutions to adopt the LANDBANK Visa GPC.
The bureau manages the custody and disbursement of government funds through its 16 regional offices nationwide.
LANDBANK is the national government’s official depository bank and provides financial services supporting agriculture, financial inclusion, digital transformation, and national development.
