IVISAN, Capiz — Barangay Chief Ma. Victoria Gialen of Barangay Mianay said she is still trying to determine who dumped used syringes in a vacant lot in the village, which led to a boy being accidentally pricked.
Gialen told the Daily Guardian in an interview on Saturday, Feb. 21, 2026, that the syringes did not come from the barangay health center.
She said she believes the syringes came from private individuals or clinics and were thrown into a vacant lot near a poultry dressing plant.
Gialen said she is familiar with proper handling and disposal of medical waste because she previously worked as secretary to former Roxas City health officer Evelyn Sicad.
She said the syringe brand found in the village is not the brand used at the barangay health center.
Gialen said the barangay’s waste is segregated by officials, Barangay Health Workers, tanod, volunteers, and 4Ps members before it is loaded onto a garbage truck.
She said barangay officials collected the syringes and disposed of them properly.
She said barangay officials will regularly check the area and clean the site to prevent another incident.
