Social Security System Acting Senior Vice President for Visayas Operations Group Alberto L. Montalbo and Victorias City Mayor Javier Miguel Benitez signed an agreement on May 2, 2025, at the Victorias City Command Center and Evacuation Center, enrolling the city government in the SSS Contribution Subsidy Provider Program.
More than 500 barangay health workers and nutrition scholars in Victorias City, Negros Occidental, will receive social security protection under the program.
Montalbo said the Victorias City government is the first local government unit in the country to become a contribution subsidy provider for barangay health workers and nutrition scholars.
The city will cover one year’s worth of contributions for 495 barangay health workers and 26 nutrition scholars, totaling PHP4.75 million.
“SSS commends the city government’s commitment to protecting its frontline workers through social security membership,” Montalbo said.
He added that the partnership could serve as a model for other LGUs and expressed hope it will be replicated nationwide.
Victorias City Mayor Benitez said the initiative reflects the city’s pledge to protect those who serve Victoriasanon families.
“It’s a promise of long-term security for the selfless work you do,” Benitez said.
Under the CSPP, a Contribution Subsidy Provider may pay contributions for self-employed workers, land-based overseas Filipino workers or voluntary members.
“A CSP can be a private or government group or individual willing to subsidize SSS contributions for specific members,” Montalbo said.
He added that CSPs must cover at least six consecutive months of total contributions for their chosen SSS members.
