MANILA — The United Kingdom reaffirmed its support for the Philippines’ clean energy transition with the launch of a new initiative to accelerate the country’s path to net-zero emissions.
Speaking at the rollout of the UK Partnering for Accelerated Climate Transitions (PACT) on Dec. 2 at The Peninsula Manila, Energy Regulatory Commission (ERC) chairperson and chief executive officer Atty. Francis Saturnino C. Juan said the program marks a major step toward a more sustainable national energy strategy.
“We are here to launch a new reality for the Philippines: a tangible, operational net-zero future,” Juan said.
The UK Foreign, Commonwealth and Development Office and the Department for Energy Security and Net Zero fund UK PACT.
The program provides technical assistance and long-term planning frameworks for countries, including the Philippines, that are working to reduce carbon emissions.
Juan praised the United Kingdom’s leadership in offshore wind development and described it as a model for the Philippines to follow.
“The UK created the blueprint. You proved it could work at scale. You drove down costs by over 60%. You have the scars, the lessons, and the success,” he said.
Organizers unveiled three new tools developed under the UK PACT initiative: an offshore wind pricing model, a system cost simulation tool, and a marine spatial planning tool.
The tools are designed to help Philippine agencies and developers assess feasibility, costs, and environmental considerations as the country expands its renewable energy portfolio.
The ERC said the tools are timely and will be critical in guiding the country’s energy transition, especially in offshore wind, which is considered a promising resource for the Philippine archipelago.
Juan emphasized the need for unified government action and said the ERC is ready to provide regulatory support.
“The New ERC is ready. We are streamlined, united, and eager to facilitate the country’s accelerated climate transition,” he said.
The launch also highlighted the importance of collaboration among local agencies, technical partners, and international stakeholders in advancing a low-carbon, climate-resilient future.
