Two ‘rebels’ facing murder raps nabbed in Capiz

Two alleged members of the New People’s Army were arrested morning of Sept 22, 2020 in Jamindan, Capiz.

Police identified the suspects as Hernani Farillon alias Raquel, 54, of Barangay Sto. Rosario, Jamindan and Ireneo Graciadas alias Darwin, 40, of Barangay San Nicolas, Tapaz, Capiz.

Joint elements of Jamindan Municipal Police Station and the Capiz Police Provincial Office (CPPO) – Intelligence Branch collared the two around 9:45 a.m. Tuesday at Barangay San Jose, Jamindan.

Captain Cherryl Visto, Jamindan police chief, said Farillon and Graciadas were the subjects of an arrest warrant for three counts of murder issued by Judge Daniel Antonio Gerardo Amular of the Region Trial Court 6 (RTC-6) Branch 21 in Mambusao, Capiz on Aug. 31, 2005.

No bail bond was set for their temporary liberty.

Police records showed that Farillon and Graciadas are alleged members of the Central Front Committee of Kilusang Rehiyon- Panay (KR-P) operating in the towns of Jamindan, Mambusao, and Tapaz.

Visto said they arrested the suspects after more than a month of surveillance operation.

“We have received information that they could be spotted in our area. It took us a while to validate the reports and when we confirmed it, we immediately went on with the operation,” Visto said.

Meanwhile, Pamuspusan commended the Capiz police for their operation, as he urged other NPA members to surrender or “face the full force of the law.

“We would appreciate it if you would surrender to us with your firearms instead of being arrested with your warrants or be killed in encounters with the government troops,” Pamuspusan said, as he addressed the local terrorists.

The region’s top cop has also cited the public for maintaining vigilance and has been active in reporting suspicious activities in their locality.

“The people no longer tolerate presence of NPAs in their barangays. Kaya sumuko na po kayo at magbagong buhay,” Pamuspusan said.

For NPA members who will surrender to the government, they would be entitled to avail of the benefits under the Enhanced Comprehensive Local Integration Program (E-CLIP).

It is a comprehensive package of assistance to former rebels that could help them and their families build a life anew.
