ILOILO CITY — Twelve police stations in Iloilo province received the Gold Eagle Award for their performance under the Philippine National Police’s (PNP) Performance Governance System (PGS), which assesses police units’ progress in implementing governance reforms and improving public service.
Police Regional Office 6 (PRO-6) director Brig. Gen. Randulf Tuaño personally conferred the awards during a ceremony on Thursday, Oct. 29, 2026, at the Iloilo Police Provincial Office (IPPO) headquarters at Camp Sumagaysay in Santa Barbara, Iloilo.
The Gold Eagle awardees were Dumangas Municipal Police Station (MPS), Estancia MPS, Lambunao MPS, Passi City Police Station, Guimbal MPS, and Leganes MPS.
Also receiving the distinction were Carles MPS, Tubungan MPS, Ajuy MPS, San Rafael MPS, Oton MPS, and Cabatuan MPS.
The 1st Iloilo Provincial Mobile Force Company, based in Tigbauan, also received the Gold Eagle Award.
The Gold Eagle Award recognizes police units that achieve high ratings in their performance governance evaluations, reflecting progress in implementing organizational reforms, strengthening accountability, and improving service delivery.
The recognition forms part of the PNP’s continuing efforts to institutionalize good governance and ensure that police units operate according to measurable performance targets.
Meanwhile, 24 municipal police stations were identified as Silver Eagle Award recipients, alongside another provincial mobile force unit recognized under the PGS evaluation process.
The Silver Eagle awardees included Pavia MPS, San Miguel MPS, San Joaquin MPS, Mina MPS, Maasin MPS, Leon MPS, Bingawan MPS, and Concepcion MPS.
Also recognized were Barotac Nuevo MPS, Balasan MPS, Alimodian MPS, Batad MPS, Badiangan MPS, Pototan MPS, Zarraga MPS, and Sara MPS.
The remaining Silver Eagle recipients were Barotac Viejo MPS, Igbaras MPS, San Dionisio MPS, Lemery MPS, Banate MPS, Dueñas MPS, Dingle MPS, and Tigbauan MPS.
The 2nd Iloilo Provincial Mobile Force Company, based at Camp Jalandoni in Barangay Zerrudo, Sara, also passed the Initiation Evaluation Process (IEP).
Seven other police stations received passing ratings during the evaluation.
These were Santa Barbara MPS, San Enrique MPS, New Lucena MPS, Anilao MPS, Calinog MPS, Miagao MPS, and Janiuay MPS.
The PNP Performance Governance System is a strategic management and performance measurement framework designed to monitor organizational reforms and strengthen police accountability, operational effectiveness, and public service.
It supports the PNP Peace and Order Agenda for Transformation and Upholding the Rule of Law (P.A.T.R.O.L.) Plan 2030, which seeks to develop a highly capable, effective, and credible police organization.
The PNP envisions a police service working in partnership with responsive communities to create safer places to live, work, and conduct business by 2030.
The PGS follows four structured milestones: initiation, compliance, proficiency, and institutionalization.
The initiation stage focuses on developing strategic priorities, measurable targets, and governance mechanisms, while the compliance stage assesses the alignment of personnel and resources with organizational objectives.
The proficiency stage evaluates the implementation of strategies and performance monitoring systems, while institutionalization examines whether governance reforms have produced sustained and measurable results.
Gold Eagle and Silver Eagle distinctions reflect evaluation ratings, while the specific PGS milestone determines a police unit’s progress toward institutionalization.
Through the evaluation process, police units are assessed on their governance practices and their ability to translate organizational reforms into more accountable and responsive services for the communities they serve.
