Tulfo, Go top ‘nice list’ in Senate; Estrada, Marcos lead ‘naughty list’

Senators Raffy Tulfo and Bong Go emerged as the most favored lawmakers in WR Numero’s November 2025 survey, topping Filipinos’ Christmas-themed “nice list” of senators. Meanwhile, Senators Jinggoy Estrada and Imee Marcos ranked highest on the “naughty list.”
The nationwide survey, conducted from Nov. 21 to 28 through face-to-face interviews with 1,412 respondents, asked Filipinos to imagine themselves as Santa Claus and identify which of the 24 sitting senators they would consider “nice” or “naughty” this Christmas. Respondents could name as many senators as they wished.
Sen. Raffy Tulfo led the “nice list” with 47% of respondents choosing him, followed by Sen. Go at 37% and Sen. Robin Padilla at 33%. Rounding out the Top 10 were Sen. Erwin Tulfo (27%), Sen. Tito Sotto (23%), Sen. Rodante Marcoleta (21%), Sen. Bam Aquino (20%), Sen. Bato dela Rosa (18%), Sen. Kiko Pangilinan (17%), and Sen. Risa Hontiveros (16%).
At the bottom of the “nice list” was Sen. Estrada, with only 5% of respondents naming him.
Among factional preferences, Sen. Raffy Tulfo was the top pick for Marcos supporters (56%) and independents (50%). He ranked third among Duterte supporters (43%), trailing Sen. Go (60%) and Sen. Padilla (55%). In contrast, opposition-aligned respondents favored Sen. Aquino and Sen. Pangilinan, each with 42%, followed by Sen. Raffy Tulfo (41%), Sen. Hontiveros (37%), and Sen. Erwin Tulfo (28%).
Sen. Estrada topped the “naughty list” with 35% of respondents naming him. He was followed by Sen. Marcos (27%), Sen. Dela Rosa (25%), Sen. Sotto (25%), and Sen. Ping Lacson (19%). Others in the Top 10 included Sen. Hontiveros and Sen. Chiz Escudero (both at 18%), Sen. Joel Villanueva (17%), and both Sen. Padilla and Sen. Go (15%).
At the bottom of the “naughty list” was Sen. Pia Cayetano, cited by only 6% of respondents.
By partisan groups, Sen. Estrada also topped the “naughty list” among Marcos supporters (42%), opposition supporters (39%), and independents (35%). Among Duterte supporters, however, Sen. Sotto led with 41%, followed by Sen. Estrada (31%).
Sen. Marcos was ranked second on the “naughty list” for Marcos backers (32%) and opposition supporters (41%). Other frequently mentioned names across groups included Sen. Dela Rosa, Sen. Padilla, and Sen. Escudero.
WR Numero’s Philippine Public Opinion Monitor Volume 2025, Issue 5, also includes public opinion on corruption scandals, infrastructure investigations, the performance of President Ferdinand “Bongbong” Marcos Jr. and Vice President Sara Duterte, and other policy concerns. The survey has a ±3% national margin of error and regional margins ranging from ±4% to ±7%.
