Tubig Pilipinas Foundation Inc. has partnered with National University Bacolod to provide scholarships and education support for youth from host communities in Negros Occidental.
The partnership, formalized under Project KINABUKASAN, will support two scholars from Barangays Abo-Abo and Caliban in Murcia.
The scholars will receive full tuition fee support, educational allowances and academic assistance for degree programs aligned with community development and nation-building.
The covered programs include Civil Engineering, Architecture, Accountancy and Computer Science.
“Founded for Filipinos, Built for the Nation.”— helping students from host communities become part of the next generation of Filipino professionals building the nation from the provinces.
Tubig Pilipinas Foundation said Project KINABUKASAN reflects its belief that infrastructure development should also create opportunities for the communities it serves.
The foundation said investing in education means helping young Negrenses pursue careers as future professionals, engineers, project managers and community leaders.
The partnership also recognizes NU’s role in producing industry-ready graduates.
Tubig Pilipinas said NU alumni are part of its leadership and technical teams, including professionals in ESG, hydrology, project management, engineering and operations.
Among them is Engr. Kayrelle Normae Guansing, an NU alumna and sanitary engineering board topnotcher who built a career in the water sector.
The foundation said Guansing’s journey reflects the pathway Project KINABUKASAN seeks to create — from education to professional excellence to service in communities that need support.
Present at the signing were TPFI representatives Samuel T. Young and Guansing, NU Bacolod Executive and Academic Director Ryan Joy J. Dizon, and Administrative Director Marie Sharon Perez.
Tubig Pilipinas subsidiary Bacolod Bulk Water has a workforce entirely from Negros Island, including around 50 skilled professionals.
The company said its Bacolod operations are led by women across management, construction and engineering functions.
Bacolod Bulk Water currently supplies around 40% of Bacolod City’s water requirements.

The National Citizens’ Movement for Free Elections (NAMFREL) has branded the newly passed Anti-Political Dynasty Act a “hollow victory,” warning that the measure institutionalizes loopholes that would allow political clans to survive and reorganize rather than dismantle their grip on public office.
