Authorities in Region 6 have apprehended the individual known as alias “Nek,” identified as the Top 2 Most Wanted Person in Iloilo Province, in San Rafael town on the afternoon of August 11, 2025.
The 19-year-old male laborer, a resident of Barangay Aripdip, San Rafael, was arrested under a Warrant of Arrest issued by the Regional Trial Court, Sixth Judicial Region, Branch 66 in Barotac Viejo, Iloilo, for the crime of rape by carnal knowledge under Article 266-A, paragraph 1 in relation to Article 266-B of the Revised Penal Code, as amended, and Republic Act 7610, with no bail recommended.
The operation was conducted by the San Rafael Municipal Police Station Tracker Team with the support of the Regional Intelligence Unit and the Provincial Intelligence Unit of the Iloilo Police Provincial Office.
According to Republic Act 7610, which enhances protection and penalties for crimes involving children, and the relevant provisions of the Revised Penal Code, rape by carnal knowledge is a grave offense punishable by reclusion perpetua or life imprisonment when committed by persons over age 18 against minors, or by special qualifying circumstances.
Arrest without bail is appropriate in such cases where the judicial court determines the suspect poses a flight risk or threat to public safety, as appears to have been found by the Regional Trial Court in this instance.
