Three senior citizens in Barangay Nagba, Tubungan, Iloilo have finally received their birth certificates, thanks to the efforts of the Philippine National Police’s Revitalized Pulis Sa Barangay (RPSB) program.
The documents were officially delivered on August 6, 2025, by RPSB personnel led by Police Captain Mark David Banay, who have been deployed in the barangay since 2024.
The application process began in the last quarter of 2024 and was facilitated entirely by the RPSB team in partnership with the Philippine Statistics Authority (PSA).
One of the elderly beneficiaries, speaking in Hiligaynon, shared how critical the assistance was in securing their legal identities.
“Kon indi tungod sa mga pulis nga na-deploy diri sa amon barangay, wala kami makakuha sang amon birth certificate. Kami nagapasalamat gid sa ila bulig,” the recipient said.
(“If not for the police deployed here in our barangay, we would not have been able to get our birth certificates. We are deeply grateful for their help.”)
Capt. Banay also extended his appreciation to the local government of Tubungan and Barangay Nagba’s officials for supporting the program.
“We sincerely thank the officials of Barangay Nagba, the local residents and the local government unit of Tubungan, Iloilo for their invaluable assistance in our ongoing efforts to serving the community through our deployment,” Banay said.
The RPSB program is a community-centered initiative of the PNP that aims to bridge service gaps in remote and underserved areas.
It focuses on enabling access to basic services, legal documentation, and peace and order support—particularly for vulnerable sectors such as the elderly, indigenous peoples, and low-income families.
Having a birth certificate is a crucial requirement for accessing government benefits, pension programs, and identification services for seniors under the Philippine system.
In many remote areas like Tubungan, residents often face logistical, financial, and bureaucratic barriers to obtaining civil documents.
The successful delivery of the documents marks a milestone not only for the beneficiaries but also for grassroots governance and police-community partnership in Iloilo province.
The PSA continues to work with national agencies and local government units to ensure that all Filipinos, regardless of age and location, have access to civil registration.
As of this report, similar initiatives are being replicated in other barangays across the Western Visayas region.
