Taxi driver, operator face LTO-6 probe over roadside urination

ILOILO CITY — A taxi driver allegedly stepped out of his vehicle at a red light and urinated by the roadside along a busy highway in Barangay San Rafael, Mandurriao, leaving the door open as traffic moved around him.

A motorist recorded the incident on video, which GMA Super Radyo Iloilo later posted on social media.

The footage circulated online and drew the attention of the Land Transportation Office in Western Visayas (LTO-6).

Regional Director Gaudioso P. Geduspan II issued a show cause order directing the taxi operator to explain why it should not face administrative or legal action.

“A public utility vehicle is not just another car on the road. Its driver is expected to observe traffic rules, exercise courtesy and professionalism, and avoid conduct that could endanger or inconvenience the riding public and other motorists,” Geduspan emphasized.

The order cited footage purportedly showing the driver urinating on the roadway while his taxi remained in a traffic lane, its door open as other motorists maneuvered around it.

Geduspan said the conduct was inconsistent with the courteous, responsible and professional behavior expected of public utility vehicle drivers.

He said the incident may also have obstructed or impeded traffic.

Possible administrative violations

LTO-6 cited Title IV, Item 7 of Joint Administrative Order No. 2014-01, which covers the employment of reckless, insolent, discourteous or arrogant drivers and may subject an operator or franchise holder to administrative liability.

The agency’s Intelligence and Investigation Unit also cited Section 54 of Republic Act 4136, or the Land Transportation and Traffic Code, which prohibits driving in a manner that obstructs or impedes the passage of other vehicles.

The provision also prohibits blocking other vehicles on a highway while picking up or dropping off passengers or loading or unloading freight.

Operator, driver ordered to explain

The operator has five working days from receipt of the show cause order to explain why administrative or legal action should not be taken against the company.

It must also submit photocopies of the taxi’s official receipt and certificate of registration and identify the driver operating the vehicle at the time of the incident.

The identified driver must submit a written explanation and a photocopy of his valid driver’s license.
