The Supreme Court’s decision declaring the impeachment articles against Vice President Sara Duterte unconstitutional does not have majority support among Filipinos, according to the latest national survey by nonpartisan research group WR Numero.
The August 2025 Philippine Public Opinion Monitor found that 40 percent of respondents were unsure about the High Court’s ruling, while 34 percent disagreed and 27 percent agreed.
The Court’s decision held that the impeachment case violated the right to due process and the constitutional ban on holding more than one impeachment proceeding against the same official within a year.
While the Court did not acquit Duterte, it ruled that the Senate did not acquire jurisdiction to hear the case.
Survey results showed differences in opinion across age groups.
Among Filipinos aged 30 and below, 43 percent disagreed with the ruling, 37 percent were unsure, and 19 percent agreed.
For respondents aged 31 to 59, 42 percent were unsure, while 30 percent disagreed and 28 percent agreed.
Among those aged 60 and above, 41 percent disagreed, 35 percent were unsure, and 24 percent agreed.
The nationwide survey was conducted from July 29 to August 6, 2025, through face-to-face interviews with a nationally representative sample of 1,418 Filipino adults.
