SIGMA, Capiz — A grave threat complaint has been filed by Sigma Sangguniang Bayan member Esperedion Pelaez against fellow SB member Fernando Capapas Jr. following a heated confrontation inside the SB office on Nov. 10, 2025.
The complaint affidavit was confirmed by Police Major Marvin R. Balmes, acting chief of the Sigma Municipal Police Station, and was submitted to Assistant Provincial Prosecutor Melchor V. Ocas on Nov. 11, 2025 under Criminal Case No. 0TAG6-3C1 for violation of Article 282 of the Revised Penal Code.
In his judicial affidavit filed with the Sigma police, Pelaez said that around 9:58 a.m. on Nov. 10, he approached Capapas, who was talking with SB member Thomas Lagulay and Vice Mayor Stephen Alayon about whether to continue their regular session despite the suspension of work due to Typhoon Tino.
Pelaez said he entered the SB office to express his opinion that the session should be canceled based on the executive order issued by the national government.
He alleged that Capapas raised his voice, disagreed with him, grabbed the collar of his polo shirt, and threatened to punch him while saying, “Putang ina ka, papatayin kita.”
Pelaez said Lagulay attempted to pacify Capapas but was struck in the upper shoulder by his elbow.
Fearing further harm, Pelaez left the session hall and went to the Sigma Police Station to report the incident through the Incident Record Form.
In a media interview Friday last week, Capapas vehemently denied Pelaez’s allegations, saying no heated altercation occurred on Nov. 10.
Alayon also denied that any confrontation took place inside the session hall.
“Wala sang boxing, wala sang verbal assault, wala sang threat. Sala ang nagalapta nga sugilanon,” the vice mayor said.
He added that he did not want to escalate the matter.
“Indi ko gusto nga padakuon ang isa ka magamay nga indi pag-intindihanay kag ginhimo nga daku nga eskandalo sa publiko,” he said.
