Sigma breaks ground on 256-unit socialized housing project

ROXAS CITY, Capiz — A groundbreaking ceremony for a two-story housing development was held Tuesday morning, Aug. 25, in Barangay Mianay, Sigma, Capiz.
Sigma Mayor Dante Rizal Eslabon led the ceremony with developer JV Bermejo of Altaberg Realty Development Corp. and general contractor HSBC Upright Builders, owned by Hutch Altavas.
Capiz Gov. Fredenil Castro, Ivisan Mayor Felipe Neri Yap and Board Member Gilbert Ardivilla also attended the ceremony.
Other attendees included Rolando Gilo, Pag-IBIG Fund’s Capiz branch head; Kenneth Macoy, AA officer IV of the Housing Department at Pag-IBIG Fund Regional Office 6; and Ma. Liba Celestial, TESDA Capiz administrator.
Altaberg will fund the construction of 256 housing units on a 2-hectare site.
Each unit will have a floor area of 42 square meters.
Eslabon welcomed the program, citing support from the Pag-IBIG Fund and the Technical Education and Skills Development Authority.
The housing units will be available to qualified applicants, but Eslabon said Sigma residents would be prioritized because of the limited number of units.
Eslabon said municipal employees and barangay officials had expressed interest in acquiring units.
The Sigma municipal government will assist the developer in processing the required documents.
Eslabon said addressing Sigma’s flooding problems was among his goals when he ran for mayor in 2022.
He said he wanted to provide residents with decent homes in flood-free areas.
The developer chose Sigma for the project because of the municipal government’s warm reception under Eslabon’s leadership.
Bermejo is processing the required documents and permits so construction can begin immediately.
The socialized housing development is part of President Ferdinand Marcos Jr.’s Pambansang Pabahay para sa Pilipino program, also known as 4PH.
The project will follow the national government’s socialized housing price ceiling, and qualified buyers may acquire units through Pag-IBIG Fund housing loans.
The parties agreed to hire project workers from Sigma and have them trained by TESDA.
