Sen. Loren Legarda lauded the signing of Republic Act No. 12181, or the Adjusted DFA Retirement Benefits Act, a measure she principally authored and co-sponsored.
The law recognizes the service of Department of Foreign Affairs (DFA) personnel and reinforces the country’s diplomatic framework.
“Our foreign service officers operate in complex and often high-risk environments, tasked with safeguarding national interests and strengthening bilateral and multilateral ties,” Legarda said.
“This law allows for a more equitable retirement framework that reflects the strategic value of their work and ensures their welfare beyond active service,” she added.
Under the new law, DFA retirees receiving monthly pensions from the Government Service Insurance System (GSIS) will be granted a Monthly Pension Differential (MPD).
The MPD is the difference between the adjusted pension computed by the DFA and the actual pension provided by the GSIS, multiplied by an initial adjustment factor of 50 percent.
The law aligns retirement benefits with updated compensation standards.
It also grants a monthly gratuity to those who retired under RA No. 1616.
All benefits granted under the law are exempt from income tax, attachment, levy, and garnishment.
Survivorship benefits will also be extended to qualified dependents of retirees.
Beyond financial support, RA 12181 is seen as a strategic investment in the nation’s diplomatic system.
In a field where institutional memory, experience, and continuity are critical, securing dignified retirement benefits honors past service and encourages retention in the foreign service.
“This measure strengthens the policy environment for career development in the foreign service by providing a clear, sustainable retirement framework,” Legarda said.
“It reinforces institutional continuity, boosts morale, and affirms that diplomacy is a long-term professional commitment vital to national interest,” she added.
“We hope it also inspires more Filipinos to pursue a career in diplomacy as a worthy and honorable path in public service.”
