Eduardo P. Robles Jr., an Iloilo native and Senior Undersecretary of the Department of Human Settlements and Urban Development, has been involved in housing implementation and inter-agency coordination as the department advanced national shelter and urban development programs over the past year.
As part of DHSUD’s senior leadership, Robles has taken part in projects under the Pambansang Pabahay para sa Pilipino, or 4PH Program, the government’s flagship housing initiative aimed at expanding access to affordable and quality homes while supporting planned urban growth.
In Iloilo City, Robles represented DHSUD during the groundbreaking of the Uswag 4PH Condominium Complex in Barangay San Isidro, Jaro.
The project is expected to consist of 13 10-storey buildings with more than 1,600 housing units for low-income earners and informal settler families, along with shared facilities such as playgrounds, sports areas, and a materials recovery facility.
Robles has also been involved in DHSUD’s coordination with government-owned and -controlled corporations and private sector partners.
In Subic Bay Freeport, he joined fellow DHSUD officials during the signing of a lease agreement for the Subic Bay Residencias project, a planned residential complex for employees of the Subic Bay Metropolitan Authority.
The PHP 1 billion development involves four condominium buildings and is being implemented with the Philippine Community Housing Corporation and private developers under the 4PH framework.
Beyond housing construction, Robles has taken part in DHSUD’s disaster response and recovery efforts.
In Cebu, he joined officials from the Office of Civil Defense, the Philippine Red Cross, and other national agencies in ground assessments following the magnitude 6.9 earthquake that affected areas, including Bogo City.
The inter-agency effort focused on inspecting damaged communities and identifying temporary shelter solutions, including proposed tent city sites for displaced residents.
At the local government level, Robles participated in discussions with city officials on rental housing and resettlement initiatives.
In Quezon City, DHSUD officials met with Mayor Joy Belmonte to explore the expansion of rental housing projects for informal settler families.
On the policy side, Robles was among the DHSUD officials who signed Memorandum Circular No. 2025-002, which provides guidance on land development costs for socialized condominium projects under the 4PH Program.
DHSUD officials said the circular aims to streamline implementation while ensuring compliance with program standards.
The department said it remains focused on expanding access to affordable and quality housing in line with the directive of President Ferdinand R. Marcos Jr. and under the guidance of DHSUD Sec. Jose Ramon Aliling to locate government housing closer to workplaces, transport hubs, and essential services.
At the undersecretary level, officials such as Robles support DHSUD leadership by overseeing program rollout, aligning policy priorities with national directives and coordinating with partner agencies and local governments.
As Robles enters his seventh year with the department in 2026, he is expected to continue working on DHSUD’s core priorities, including sustainable urban development, disaster-resilient housing and nationwide coordination as housing initiatives expand.
