PSA trains Negros Occidental solemnizing officers

The Philippine Statistics Authority Negros Occidental Provincial Statistical Office conducted an orientation seminar for solemnizing officers in Bacolod City to strengthen compliance with marriage solemnization rules and civil registration procedures.

The activity was held on June 4, 2026, at Mizpah Living Praise Church on 16th Lacson St., Bacolod City, Negros Occidental, according to a PSA press release dated June 10, 2026, with Reference No. PR2026-06-1845-104.

The seminar was organized in partnership with United Christian Ministries International Inc., led by Rev. Ramil G. Fernandez.

PSA said the orientation focused on laws, procedures and documentation requirements for ministers authorized to solemnize marriages in the Philippines.

Registration Officer II Edwin P. Guiking discussed Administrative Order No. 1, series of 2021, covering the processing of applications and issuance of the Certificate of Registration of Authority to Solemnize Marriage, or CRASM.

Guiking also presented the PhilCris system requirements and installation procedures.

Administrative Aide VI Eva Ann Delight P. Pico discussed the requirements and procedures for processing CRASM applications.

Pico guided participants through the steps needed to comply with PSA regulations.

The PSA said the seminar aimed to equip ministers with proper legal knowledge and documentation processes.

The agency said the activity reinforced the role of authorized solemnizing officers in promoting the integrity of civil registration in the country.

Civil registration records, including marriage certificates, are legal documents used in government, court, school, employment, insurance and other official transactions.
