PSA readies nine Negros Occidental LGUs for 2027 CBMS

The Philippine Statistics Authority (PSA) Negros Occidental convened 2027 Community-Based Monitoring System coordinating boards in nine local government units from June 25 to July 2, 2026, to prepare them for the program’s full implementation.

The meetings discussed the roles and responsibilities of city and municipal coordinating board members to strengthen each LGU’s operational preparedness.

Talisay City hosted its meeting June 25 at Natures Village Resort, with 19 LGU personnel, including office heads, and three PSA personnel attending.

City Planning and Development Coordinator Marmelo J. Sausi thanked the PSA for leading the initiative and the participants for their support.

Sagay City also convened its board June 25 at the Sagay City Government Center, drawing 18 LGU personnel, including office heads, and three PSA personnel.

City Administrator Engr. Rodnel Delos Reyes delivered the welcome remarks and thanked the PSA and participants.

Hinigaran convened its board June 26 in Board Room 1 of the municipal hall, with 20 LGU personnel and five PSA officials and personnel present.

Mayor Mary Grace S. Arceo presided as chairperson of the municipal CBMS coordinating board, while Supervising Statistical Specialist Diesah S. Biaoco led the session as co-chairperson.

Manapla held its meeting June 26 at the municipal hall, with three PSA personnel attending. The official release gives conflicting figures for the municipal board members, spelling out 17 while placing 10 in parentheses.

Silay City convened its board June 26 at city hall, with 23 city CBMS board members, including office heads or their representatives, and two PSA personnel present.

Hinoba-an held its meeting June 30 at the municipal hall, attended by 17 municipal CBMS board members, including office heads or their representatives, and three PSA personnel.

Municipal Administrator Atty. John Mark B. Reliquias presided for Mayor Daph Anthony V. Reliquias, RN, the board chairperson.

Salvador Benedicto convened its board June 30 at the Don Salvador Benedicto Municipal Hall, with 12 municipal CBMS board members, including office heads or their representatives, and two PSA personnel attending.

Valladolid held its meeting June 30 at the municipal hall, with 14 municipal CBMS board members, including office heads or their representatives, and three PSA personnel present.

Ricardo P. Presbitero Jr. presided as chairperson of Valladolid’s municipal CBMS coordinating board.

Statistical Analyst Resty John M. Bancruz discussed the municipal board’s terms of reference, emphasizing members’ roles and support for the smooth implementation of the 2027 CBMS.

Ilog convened its board July 2 at the municipal hall, attended by 13 municipal CBMS board members, including office heads or their representatives, and three PSA personnel.

Across the meetings, the PSA presented the CBMS framework’s legal bases, objectives, scope and coverage, LGU operationalization, possible data items and the indicative date of data collection.

The discussions emphasized members’ roles in systematic data collection, efficient logistical operations and compliance with CBMS standards and PSA protocols.

The PSA also discussed capacity-strengthening activities for LGUs and briefed participants on map research activity, the statistical survey review and clearance system, and the 2026 Updating of the List of Agriculture Farms.

The Hinigaran and Valladolid meetings included the turnover of 2024 CBMS data files to support local statistics and evidence-based planning and decision-making.

In Hinigaran, the files were delivered by OIC Diesah S. Biaoco, Statistical Specialists II Ramon M. Locsin, Fredimar M. Gonzales and Rodrigo P. Gawal, and Statistical Analyst Ligaya M. Gillesania.

Arceo said the Hinigaran LGU would use the data to improve decisions on policy formulation, social interventions and budget allocation for residents.

The PSA said the meetings and data turnovers would strengthen local-level statistics and support long-term development planning, transparency, public service delivery, community empowerment, crisis response and poverty alleviation through social protection programs.
